Main duties of the job Oversee the delivery of The Greater Manchester Cancer Workforce and education programme delivery plan, aligned to the GM People and Culture strategy Lead regional / national work related to workforce, education and transformation.
Work in a matrix management way across the alliance, being able to identify and draw in contributions and expertise from other teams as required Provide line management Facilitate full and active patient and carer involvement in the work Build relationships across the GM system, including primary, secondary, community, social care, VCSE, as well as public & patient engagement Create reports and papers when required to update the GM Cancer Workforce and Education Board on programme developments and to seek approval for recommended action Analyse workforce and education data, training needs analysis and use this to influence the GM Workforce and Education delivery plan and inform future training and education offers / workforce models and service improvement Quality assure the programme against agreed standards and business plans, including for the timeliness and quality of reports and meeting of deadlines Identify sources of funding, internal and external, through networking and produce bids in partnership with the Workforce and Education Programme Director and Senior Programme Lead in order to develop and secure new streams of funding to support the delivery of the GM Cancer workforce and education programme About us Greater Manchester Cancer Alliance (GM Cancer) is a venture that brings together patients, charities, NHS and academic institutions with the aim of securing world-class cancer outcomes and experience for our population.

The Workforce and Education Programme Manager will work with the workforce and education Programme Director and Senior Programme Lead to lead the planning, design, monitoring and evaluation of the workforce and education programme.The roles and responsibilities are as follows: LEADERSHIP AND EXPERTISE Provide day to day leadership for the programme, motivating and influencing key stakeholders across the system to recognise the importance of and contribute to the programme, despite competing prioritiesExert influence upon senior clinical and managerial colleagues to ensure that the programme objectives remain a priority in their own work programmesRemain up to date with national or regional developments related to this work and disseminate these developments to the appropriate audienceWork in a matrix management way across the alliance, being able to identify and draw in contributions and expertise from other teams as requiredUtilising appropriately detailed project plans and delivery processes whilst maintaining flexibility and ability to respond to emergent or changing priorities.Provide line management to members of the workforce and education teamAct as a Workforce and Education subject matter expert for external stakeholders, leading delivery of workforce transformation locallyManage a portfolio of work to support the growth and development of the Cancer workforce in Greater Manchester.
ORGANISATION Facilitate full and active patient and carer involvement in the work of the GM Cancer Workforce and Education programmeBuild relationships with providers to influence strategic workforce planning to benefit the growth and development of the cancer workforceBuild relationships across the GM system, including primary, secondary, community, social care, VCSE, as well as public & patient engagementBuild relationships with all the GM Cancer Pathway Boards to ensure the team remains responsive to current workforce and education challengesBuild relationships with Higher Education Institutions and other training providers across GMBuild relationships with national organisations to promote relevant initiatives, align workstreams and reduce duplication.
COMMUNICATION AND SUPPORT Update the Programme Director, Senior Programme Lead for Workforce and Education, Workforce and Education ProgrammeBoard, Pathway Boards and other key stakeholders on a regular basis, via reports and presentations and identify where support or challenge is neededBe the first point of contact for specific work programmesCreate reports and papers when required to update the GM Cancer Workforce and Education Board on programme developments and to seek approval for recommended actionBe able to describe and present complex ideas and information in a straightforward way when discussing ideas in a range of strategic meetingsWork across the Health and Social Care system, Cancer System, Primary Care Networks, Social Care system to establish relationships and build rapport.
SYSTEMS AND DATA MANAGEMENT Analyse workforce and education data, training needs analysis and use this to influence the GM Workforce and Education delivery plan and inform future training and education offers / workforce models and service improvementEnsure that data is managed effectively and meets GDPR requirementsResearch background data and literature from national and international sources.
PLANNING AND REPORTING Ensure that the workforce and education delivery plan reflects and contributes towards the achievement of the wider Greater Manchester Cancer strategy, NHS Long Term Workforce Plan, NHS England Planning Guidance, and NHS GM People and Culture strategyLead the definition of outcome measures and work with the GM Cancer business intelligence team to find solutions to collating workforce and education data to ensure impact can be measuredTrack progress against these outcome measuresQuality assure the programme against agreed standards and business plans, including for the timeliness and quality of reports and meeting of deadlinesDevelop and maintain a risk register for your portfolio of work, reporting risks and issues to the Workforce and EducationProgramme Director and Senior Programme Lead according to a risk assessment framework, recommending mitigating actions where appropriateLead the continuous evaluation of projects, working alongside a range of stakeholders and commissioners to agree on an evaluation model that is fit for purposeProvide progress reports to GM Cancer Board, GM People and Culture Health and Care Group as well as actively contributing to any service reviews as requireSupport the delivery of the programme ensuring that long and medium term plans are responsive to new national drivers, national workforce demands and take account of changes in professional bodies requirements for practice (where appropriate)Provide material for the GM Cancer annual report regarding programme achievements.
FINANCIAL AND PHYSICAL RESOURCES Provide day to day line management to to members of the Workforce and Education team and complete Personal Development Reviews with these staffImplement Trust strategy and policy for HR management and development Including recruitment & selection, discipline, grievance, performance appraisalsProvides appraisal/performance reviews resulting in clearly understood objectives and personal development plans that reflect both the needs of the GM Cancer and the longer-term goals of staffManage budgets for specific pieces of work, and provide monthly reports to the Senior Programme LeadIdentify resource allocation issues and influence and advise on potential solutions, including the procurement of external services ( Higher Education Institutions) where appropriateIdentify sources of funding, internal and external, through networking and produce bids in partnership with the Workforce and Education Programme Director and Senior Programme Lead in order to develop and secure new streams of funding to support the the delivery of the GM Cancer workforce and education programme.
