Brief Description We are looking for a Senior Asset Engineer (Structure Assessment) within Eastern Region to lead a buildings & structures assessment team within the Anglia route.
You will provide route-based asset management, structural engineering leadership & expertise, and a support service to the Buildings and Structures Route Engineering Team and wider Network Rail.
Also, part of your role is the management, technical approval and assurance of structural assessment deliverables.
The role is responsible for safely managing the capability of structural assets (mostly underline and overline bridges and also station train sheds and canopies) for the Structures and Buildings teams, ensuring compliance to Network Rail standards.
You will also be managing a team of asset engineers and helping to develop competency and capability across the engineering discipline with the Regional Engineering Team.
About the role (External)Key Accountabilities –1.Lead the area structures engineering input to the structures asset management process in accordance with functional policy to achieve financial and output targets.
Lead also on the development of an efficient prioritised route structures assessment programme.2.Provide structures engineering expertise to the team.3.Manage the scheduling of examination, inspection, monitoring and assessment of structures assets and the evaluation of the reports, in accordance with functional policy, systems and standards.
Manage the implementation of mitigation measures when proposed asset management actions are deferred.
4.For sub-standard strength structures lead on the development of interim mitigations and permanent interventions.5.Lead the monitoring of trends arising from structures assessment work undertaken from asset capability, risk assessments and failure precursors.6.Manage the production of structures asset maintenance, strengthening and renewal plans and their prioritisation for inclusion in work plans.
As Sponsor oversee the development, implementation and handover of prioritised work items to realise the required outputs.
Act as Client's Representative and Designer under CDM for structures engineering renewal schemes.7.Manage the analysis, risk assessment and mitigation on sensitive assets and manage the implementation of mitigation measures required to minimise adverse impact on corporate targets.
Manage the monitoring and evaluation of asset trend data and failure precursors to inform structures asset management plans to efficiently achieve corporate objectives.
8.Manage route functional support to the specification and development of specific enhancement schemes.9.Manage the liaison with the central structures team to develop and disseminate consistent best practice and in the review and development of functional policy and standards.10.Manage the determination of mitigation actions necessary to reduce the impact of adverse weather on the performance of structures assets.11.Manage the structures asset data and information within the company systems and processes.12.Manage initiatives to develop the buildings & civils strategic direction and input to the CP5 bid process in the route and supporting negotiations with regulatory bodies.13.Develop and improve relationships with key stakeholders and suppliers.14.Provide engineering support and participate in investigations of incidents relating to structures.15.Undertake engineering verification activities to support the delivery of the national verification programme.16.Manage the review of proposals from other disciplines or external organisations that could impact on the route structures assets and/or programmes of work to identify potential synergies or conflicts.17.Manage the support to the review and approval processes for abnormal vehicular and rail loads.18.Control the technical development of projects, certifying that renewal requirements are sufficient, correctly interpreted and any changes are agreed.
Sign off approval in principle of designs and accept detailed design certification.Essential·Incorporated Engineer·Degree in civil or structural engineering ·Membership of relevant professional institution for example Institution of Civil Engineers, Institution of Structural Engineers·Substantial experience of railway civil engineering, with proven abilities in structures, maintenance and renewals·A sound knowledge of structures engineering policies and standards·An understanding of safety management systems and risk assessment techniquesDesirable·STE4 competency·Assessment Calculations understanding·Chartered Engineer·Asset Management experience·IAM Certificate / Diploma·Ability to manipulate and interpret large volumes of data
