Vacancy: Quantity Surveyor Closing Date: Sunday 24 November Expected Interview Date : WC 02 December Salary: £43,803.75 - About the vacancy: The Quantity Surveyor will support the Capital Investment Finance Manager with project cost and contract management.
They will provide a full range of professional Quantity Surveying services to support the efficient planning and delivery of the property investment and regeneration work.
- In this role you will produce accurate forecast and budget information in line with financial requirements, work collaboratively with the wider NCH teams to ensure financial orders are understood and followed and provide access to information and assist with knowledge and training of individuals.
- You will work with Finance business partners to provide timely financial management information to enable accurate spend reports regularly.
- Specifically, the role will: Provide feasibility costs for future projects based on internal and external costs.
Work with project managers to manage project costs, authorise variations and valuations.
Provide value engineering advice for projects where costs are higher than expected.
Support the Programme Managers with financial support in the delivery of the Capital Works Investment programme and Regeneration projects.
Provide financial technical support in the preparation of tenders, preparing cost matrices for tenders.
Advise and assist on the most appropriate contract procurement strategy.
Assist in the preparation and evaluation of new framework agreements, appointment, and management of Contracts.
Ensure that financial limits are managed within the constraints of the agreement and published notifications.
To use skill, knowledge, and judgement to recommend appropriate forms of contract prior to tendering project.
Produce and prepare contract specific preliminaries using NBS software and also bespoke systems.
Undertake financial tender analysis and produce tender reports, making recommendations for appointment or areas of value engineering.
Prepare contract documents and arrange for their signing and sealing as appropriate, and the issue of documentation to successful contractors.
Advise and support other team members with contract management using JCT, NEC and other forms of contract.
Provide cost management on each contract to ensure the final account does not exceed the contract sum.
Initiate action in a timely manner as appropriate to address any under-performance.
Conduct the role of Contracts Administrator in all aspects of contract management, including authorisation of valuations, extensions of time, issuing default notices and certification of final account.
Manage and monitor the contract administration and cost consultancy services provided by external consultants.
Undertake financial audits on current projects and final accounts as required.
Undertake contract valuations with the support of the Project Surveyor.
Make site inspections and measurements as necessary.
Advise on variation costs and budget implications.
Issue payment certificates and other contract certificates as appropriate.
Develop the financial management knowledge of the Contract Management team including providing coaching and support to team members.
Lead and advise on the appropriate course of action in respect of contractual disputes, taking appropriate legal advice, ascertaining the risk and identifying the most appropriate course of defense.
Participate in designated contractor progress meetings, ensuring that all necessary actions are completed.
Contribute to the annual budget planning exercise.
Perform any other duties as directed by your Line Manager in furtherance of the organisation and individual objectives and policies.
Effectively communicate with customers, private occupants and leaseholders ensuring all complaints and queries are dealt with in accordance with NCH policy.
Provide relevant data and information as required.
Work collaboratively with colleagues and stakeholders across the business internally and externally.
To work at all times in a safe and appropriate manner to meet the duties and responsibilities within the Health and Safety policies and procedures of the association.
