Working within the Health and Safety Policy and Assurance Team, the Top Level Budget (TLB) Fire Safety Lead is responsible for supporting and assisting the Chief Environmental and Safety Officer (CESO) to oversee Fire TLB compliance with agreed Defence Policies, Regulations, and functional standards in DIO where we are the Head of Establishment (HoE).
The TLB Fire Safety Lead is specifically responsible for the following duties where DIO is the HoE: Working within the Health and Safety Policy and Assurance Team, the Top Level Budget (TLB) Fire Safety Lead is responsible for supporting and assisting the Chief Environmental and Safety Officer (CESO) to oversee Fire TLB compliance with agreed Defence Policies, Regulations, and functional standards in DIO where we are the Head of Establishment (HoE).
The TLB Fire Safety Lead is specifically responsible for the following duties where DIO is the HoE: Provide Fire Safety support in the form of DIO TLB specific fire safety management policy and system and guidance for inclusion within DIO publications.
Assist the CESO in the development of Fire Safety section of reports and the DIO Annual Assurance Report.
Act as SME focal point for Fire Safety across the TLB, providing competent advice and support relating to the SMS where DIO is HoE.
Oversight and delivery of independent second party assurance (2PA) of fire safety across DIO (both in the UK and overseas) relating to the SMS.
Development and implementation of Fire Safety Assurance Policy.
Technical review of Fire Safety Audit reports.
Lead and manage a system to track and monitor remedial action plans to ensure a current and up to date risk picture, including using ASSURE.
Support as the DIO lead for all Integrated Risk Management Plans (IRMP)/ Task Resource Analysis (TRA), Fire Resilience Risk Assessment (FRRA) to ensure HoEs are adequately supported.
Foster effective communications channels.
Liaise and Maintain regular communication with the Defence Fire Safety Regulator (DFSR) to ensure that DIO fully comply with regulatory policy requirements and prepare DIO TLB for 3LoD by the DFSR.
Liaise with internal and external stakeholders to ensure collaboration and co-operation to ensure Safety Management Systems and Fire Risk Assessments.
Additional responsibilities will be required.
This post has a National remit and therefore a certain amount of travelling is inherent and expected in the post.

Employment Hours The post advertised is for 37 hours per week, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees.
Flexible working, Part-time working and Job Share working patterns will be considered.
Where business needs allow, some roles may be suitable for a combination of office and home-based working.
This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments.
Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
