Role Overview: The Building Safety Manager is responsible for ensuring compliance with all building and fire safety regulations and guidance, overseeing safety assessments, managing remediation programmes, and securing appropriate funding to address building safety issues via the various routes available.
This role is critical in ensuring the safety and integrity of buildings, especially in high-rise and high-risk buildings, while aligning with the requirements of the Building Safety Act 2022 and associated safety regulations.
The successful candidate will be responsible for the management of the ongoing building safety assessments, risk mitigation, remediation of identified hazards, and manage financial aspects related to building safety measures such as funding and recovery of loaned funds.
Key Responsibilities: Building Safety Assessment: Assist with the coordination, planning, oversight and delivery of comprehensive third party safety assessments of buildings to identify potential hazards and risks, and non-compliance with safety standards, particularly focusing on high-rise residential and high-risk buildings in relation to Building Safety Act.
Maintain accurate records of building assessments, recommendations and actions, including key safety data and documentation, in line with the 'golden thread' principles.
Ensure all safety assessments consider the full building lifecycle, identifying long-term risks and areas requiring immediate action.
Ensure all recommendations arising from safety assessments are appropriately actioned and resolved by the responsible entity in the prescribed timeframes.
Engage with residents, building occupants, and stakeholders to ensure clear communication of safety risks and any required actions.
(I would see this in conjunction with the comms manager position we are to fill within Innovus) Remediation Management: Assist with the coordination, planning and oversight of remediation projects to address safety concerns identified during safety assessments, including both fire safety and structural issues, for example external wall systems issues, internal compartmentation defects, structural reinforcement, etc.
Supervise and provide governance for the entire remediation process, from initial design and planning through to mobilisation, execution and completion, ensuring work is completed on time.
Proactively manage risks associated with building safety during remediation, identifying both immediate and long-term safety concerns and implementing appropriate mitigation strategies.
Collaborate with contractors, consultants, and construction teams to ensure safety measures are implemented in accordance with legal and technical requirements.
Conduct post-remediation reviews to verify that all risks have been appropriately mitigated and buildings meet safety compliance standards.
Provide ongoing support to building occupants during remediation works, ensuring minimal disruption and clear communication on project timelines.
(see collaboration with comms manager) Funding and Financial Management: Lead the identification and application for government and regulatory funding streams, including grants and financial support available for remediation and building safety improvements (e.g., Building Safety Fund, Cladding Safety Scheme, etc.).
Prepare and submit funding applications, ensuring all necessary documentation and compliance requirements are met.
Manage the allocation of funding to ensure it is used effectively for the intended purpose.
Regulatory Compliance and Stakeholder Engagement: Work with Statutory Compliance Manager to ensure ongoing compliance with the Building Safety Act 2022 and related safety regulations, including fire safety and health & safety requirements.
Collaborate with internal and external teams, and external stakeholders, including engineers, architects, surveyors, legal advisors, management companies, developers, and residents, to ensure a shared understanding of building safety requirements.
Ensure ongoing communication with appointed property managers and third-party appointed property managers, RTM directors, etc.
to ensure the client has a comprehensive understanding of the safety of its buildings and ongoing steps to maintain safety.
Keep up to date with changes in building safety regulations, disseminating key information to relevant stakeholders to ensure continued compliance.
Key Requirements: Education: Bachelor's degree in Construction Management, Surveying, Engineering, Health & Safety, Risk Management, or related field (or equivalent experience).
Professional qualifications in building safety management or fire safety, such as NEBOSH, IOSH, or similar.
Experience: Proven experience (5+ years) in managing building safety, with a strong focus on building assessments, remediation projects, and compliance with building safety regulations.
Practical experience in overseeing building safety remediation projects, including fire safety improvements, cladding remediation, and structural works (desired).
Familiarity with government funding schemes related to building safety, such as the Building Safety Fund or other financial support programs.
Understanding of the role of the Building Safety Regulator and obligations placed on Building Owners by the Building Safety Act.
Demonstrated experience working in high-rise or high-risk residential environments is preferred.
Skills: In-depth knowledge of the Building Safety Act 2022, fire safety regulations, and relevant building safety standards.
Strong project management skills, with the ability to manage complex safety remediation projects from inception to completion.
Financial acumen, with the ability to manage budgets, funding applications, and cost control related to building safety.
Excellent communication and interpersonal skills, with the ability to engage with residents, contractors, and regulatory bodies effectively.
Strong problem-solving skills and the ability to manage multiple tasks simultaneously.
Personal Attributes: Detail-oriented and organized, with the ability to manage complex safety and remediation projects effectively.
Proactive and solutions-focused, with a commitment to maintaining the highest safety standards.
Strong leadership and stakeholder management skills, capable of leading teams and coordinating across multiple departments.
