Visit our YouTube channel to watch the full series and come and discover your potential.A Higher Officer (HO) Talent Programme Delivery Lead is responsible for the end to end, design, delivery and evaluation of HMRCs central Talent Programmes.
This includes programmes such as Career Development programmes (currently known as Accelerated Development - e.g.
Spring/Leap/Embrace) or Talent Pipeline programmes.
They ensure a seamless experience for delegates and the business, and have a lead role in evaluating the success of each cohort.
Talent Programme Delivery leads are responsible for designing innovative content & delivery methods that ensure programmes can be delivered on a wide scale, while maintaining high quality participant experience and outcomes.
They work in close collaboration with internal stakeholders (including programme sponsors, supporters and regional delivery teams), to identify requirements and develop solutions that benefit both programme participants and the business.
HO Talent Programme Delivery Leads are expected to be able to continuously improve programme design/delivery, seeking opportunities to problem solve, and apply research/best practice to deliver a modern, high-quality service.
A key part of the role is exercising judgement to balance participant, stakeholder and business requirements.

Programme DeliveryDelivering and facilitating both online and in-person learning events to a high standard with clear learning outcomes.Managing participant experience and day-to-day programme management and administration - ensuring a seamless experience for participants.Programme Evaluation & ImprovementDesigning, preparing and implementing appropriate programme evaluation strategies to assess participant experience, knowledge and behavioural change and internal mobility outcomes.Collating and analysing evaluation into end of programme evaluation reports to be presented back to Talent SLT and other stakeholders.
Use feedback to adjust and improve delivery in real-time, keeping relevant stakeholders informed of programme status.Person specificationSkilled facilitator: Able to engage and inspire participants on programmes through both in-person and online eventsCreative & innovative: Able to identify opportunities to improve programmes through innovative solutions, including digital delivery methodsOutcome focused: able to think critically about what initiatives will provide the best experience and most value to both participants and the businessOrganised and able to deliver at pace alongside the wider Talent Development Programmes team.Strong communicator - both written and verbal.
