Brief Description Route Services is a division of Network Rail that provides the Routes with services so they can help Network Rail deliver a better railway for a better Britain. We support the Routes with a myriad of services and supplies they need to maintain and operate the railway.
This role sits within Supply Chain Operations (SCO), an area of the business which supplies and delivers the logistics, materials, components, rail and road fleet that enable the maintenance and renewal of the railway.
SCO keeps the materials, machinery and components required by its customers moving – making sure they are on-site when needed so work can go ahead as planned and on schedule.
About the Role The Construction Services team plans and delivers Ballast Cleaning and Overhead Line Renewals Projects using the Overhead Line Engineering (OLE) Train, On-Track-Plant, and the High Output Ballast Cleaning System.
The Directorate is structured into five teams reporting into the Construction Services Director; Engineering, Planning, OLE Delivery, Track Delivery, and Programme Change. Works are planned and delivered using an internal Network Rail workforce, with Construction Services acting as Principal Contractor, Principal Designer, and POS License holder.
During Control Period 7 (2024-29) Construction Services is remitted to plan and deliver Ballast Cleaning projects on Northwest & Central and Network Rail High Speed regions, and OLE renewals across Northwest & Central region. The team operates nationally from its Crewe and Bletchley Construction Depots, with support roles based at Birmingham and Milton Keynes.
We are seeking a resilient and experienced Construction Services Director to inspire a large team in delivering a safe, quality and efficient construction service to our Regional Customers. This role is pivotal in meeting customer demands and budget expectations while fostering a culture of safety, compliance and continuous improvement. You will be a strategic thinker, able to influence at all levels and demonstrate your experience of safely managing large scale projects in construction or infrastructure environments, being familiar with Construction Design Management (CDM).
Above all, your ability to communicate effectively at all levels and build relationships with both internal and external clients, wider SCO Teams, Trade Unions, the workforce, and delivery partners will be key.
Key Responsibilities Direct teams to plan and deliver safe, compliant and efficient Ballast Cleaning and Overhead Line Renewals projects to meet with Regional Customers expectations. Own and develop strategy for the services for future control period delivery. Achieve the agreed productivity and cost targets for construction services projects to meet with Route Services, SCO and Regional Customer Requirements. Lead the Construction Services delivery teams, monitoring resources available to deliver a flexible, competent, skilled and effective workforce at all times. Obtain compliance with and discharge of Construction Design Management (CDM) obligations for all Construction Services Projects. Establish a culture of continuous improvement within construction services that seeks to deliver improvements in safety, finance and service performance year on year. Continually review the delivery programme and model to ensure maximum benefit is returned via utilisation of the Overhead Line Engineering Train, and Ballast Cleaning System. Member of a relevant professional body with chartered status and/or educated to degree level. Proven relevant experience in the successful management of major programmes of work in the construction or infrastructure sectors. Strong commercial focus and financially astute. Holds a NEBOSH or similar level safety qualification. Excellent communication with demonstrable delivery of leadership and behavioural change within a large organisation. Demonstrable experience of Construction Design & Management Regulations. Demonstrable track record of personally developing an appropriate safety culture specifically meeting the needs of modern construction environments. Management of change developing new ways of working and changing behaviours. Previous leadership experience of senior management in a complex organisation. Experience of working in a Profit & Loss business including stakeholder engagement and bid management. Salary: This role is a band 1B, £97,850 – £110,081 per annum.
Hours: up to 35 hours per week with hybrid working and travel as required. Flexible working and job shares can be considered.
