The role is to provide a lead, under the direction of the Group Accountant, in delivering a professional financial advice and support service to the Local Authority ensuring that service managers within Education, Children & Family Services are provided with timely and relevant financial data to facilitate management decisions.
Hours Per Week : 37.00 Start Date : 18/11/2024 End Date : 16/02/2025 Start Time : 09:00 End Time : 17:30 Job Duties: • Support the Group Accountant in creating the detailed budgets, taking the lead role in coordinating the work of preparing the budget in relation to the budgets of the Environment department, ensuring that the budgets are prepared correctly and on time in accordance with the corporate timetable.
• Contribute to monitoring department budgets in Environment every two months, ensuring that they are met and completed in accordance with the timetable and that budget managers receive appropriate advice and support to complete the process.
• Support the Group Accountant in the annual process of closing accounts taking a leading role to coordinate and complete the process, ensure they are completed correctly and in a timely manner in accordance with Legislation and early closing requirements.
• Direct and supervise the work assigned to the staff of the team, ensuring compliance with all deadlines and reviewing the work flow to ensure work practices are carried out in an efficient manner and effective.
• Provide professional support to the department, including carrying out a financial evaluations of new legislation and regulations etc., thereby ensuring that the Department's Budget Managers and accounting staff are up to date with the legislation and regulation changes.
• Provide financial advice to responsible officers and budget managers including being present in working groups, member groups and service department manager meetings.
• Assist Budget Managers to calculate financial performance indicators, thus ensuring that Budget Managers have correctly calculated management information.
• Going to meetings, on behalf of the Group Accountant, and giving financial advice as needed in the meetings.
• Review the budget training annually and where necessary, provide appropriate budget training to responsible officers and budget managers, to ensure that officers understand their roles and their responsibilities as budget managers and the function they need to perform.
• Ensure that the Committee's reports for members reflect any financial implications as appropriate.
• Leading, collating and validating data from different periodical grant claims, and ensuring that all the forms are relevant and statistical and financial information are filled in, thus ensuring that claims and forms are accurate and are produced in a timely manner.
• Undertake ongoing professional development in areas relevant to the role; determine and review clear objectives for staff you are responsible for; and agree training requirements relevant to help ensure continuous improvement • Carry out any other duties assigned by the Group Accountant.
