Are you ready to lead one of the most ambitious mixed-use masterplan projects in the UK?
The Crown Estate's Development team is responsible for a £19bn GDV pipeline of projects, including new builds, heritage refurbishments, long-term regeneration schemes and strategic land.
It is looking for a dynamic and visionary Project Director to oversee all of our activities at Hemel, a large-scale masterplan with the potential to deliver 5,500 homes, nearly 2m sq ft of commercial space, significant infrastructure and new community and green space.

About Us: The Crown Estate is a significant landowner at Hemel Garden Communities (HGC), a major mixed-use development project aimed at transforming Hemel Hempstead and the wider Hertfordshire region.
We have set a bold and ambitious vision for our land at Hemel and are in the process of preparing an outline planning application for part.

As the Project Director, you will: Lead The Crown Estate's development activities at Hemel (c. £1.5bn GDV), overseeing projects at all stages of their lifecycle.
Assemble and lead multi-disciplinary teams through strategy setting, planning, masterplanning and design, pre-construction, and delivery.
Ensure exemplary community and stakeholder engagement.
Drive sustainability leadership and innovation in all our activities.
Be a champion for health, safety and wellbeing and ensure TCE's Safety First commitments are embedded throughout the project.
Key Responsibilities: Lead major mixed-use development projects through defined milestones and into delivery.
Set and refine the vision, strategic brief, and holistic business case for land at Hemel.
Oversee planning strategies and progress projects through Local Plan milestones to consent.
Drive commercial focus, ensuring project viability, appraisals, budgets, and business cases.
Develop and implement stakeholder and community engagement strategies.
Ensure all project and programme governance is in place, tracking key milestones, budgets, and risks.
Foster a collaborative, transparent, and learning culture within the project team.
Build and maintain an external network of public and private stakeholders and delivery partners.
Ensure The Crown Estate's commitments to sustainability innovation and leadership and our vision for Hemel are effectively translated into our emerging masterplan and design.
Oversee three pilot innovation housing projects to shape our approach at Hemel.
What We're Looking For: 15+ years of experience in development, with a track record in major mixed-use strategic land and/or urban regeneration projects.
Strong network and experience managing senior stakeholder relationships at national and local levels.
Significant experience across the development lifecycle, from planning to design and into construction and delivery.
Experience with infrastructure delivery and construction on multi-phase projects is crucial.
Experience in delivering different housing typologies and tenures as part of multi-phase mixed-use development.
Familiar with structuring delivery and/or funding models or partnerships to unlock project delivery.
Proven ability to drive sustainability and innovation in design and construction and experience of working with stewardship and/or community asset models.
Previous experience of setting and implementing disposal and/or leasing strategies.
Outstanding written and verbal communication skills.
Highly motivated, dedicated, and driven to achieve exceptionally high standards and results.
Commitment to sustainability leadership and experience with market-leading frameworks.
