Through a new, dynamic change of structure, we have exciting opportunities available at present to join us in our Housing and Property Service.Our strategic plans set out the direction to deliver an ambitious growth and development programme, on which to build our future vision and achieve our ambitions.If you are interested in becoming a part of this and playing a key role in developing our property strategy, we would love to hear from you.RequirementsTo develop and manage a high quality, efficient and effective Professional Building Services Engineering Practice as directed by the Design and Construction Manager and Property Services Management Team, all in accordance with the needs and priorities of the Council, relative to work commissions for internal and external Clients.ResponsibilitiesTo lead and develop the Building Services Engineering Practice in all aspects of management delegated by the Design and Construction Manager and Property Services Management Team, including budgets, staff resourcing, delegation of work and supervision.To perform all tasks relative to a Professional Building Services Engineer and take responsibility for Contract Management, design and specification aspects of all Housing and Property Services projects for Council Departments and External Clients.To ensure the timeous provision of appropriate information to the Design and Construction Manager, the Environmental Services Management Team and to Clients and Members on matters of legitimate concern.To co-ordinate 'Best Value' issues relating to the Building Services Engineering Practice.To assist with planning and programming of Capital and Revenue Works as requested, for all Clients.To assist with the development of the Design and Construction Office Management and Time Recording system.The IndividualSignificant relevant experience at a senior level in a Professional Building Services Engineering Practice.Experience of School Projects.Degree level professional qualification in ArchiBuilding ServicesProfessional Associate of CIBSE or IET membership.Commitment to Continuing Professional Development.Willingness to work in a demanding position where a flexible approach is required.Ability to accept delegated responsibility.Ability to organise and supervise work and staff.Knowledge of policies, issues, procedures and practices, relating to the delivery of a Building Services service.IT skills.
Experience of Microsoft Excel, Access and Outlook Express Software.Good analytical and numerical skills.You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service.
Due to the rural nature of Moray this is normally undertaken by use of a car/van.Knowledge of the Construction (Design and Management) Regulations (CDM ).Contract Administration experience.AutoCAD Computer Aided Drafting skills.Experience in designing renewable technologies.Experience of using a Building Services design software package.Knowledge of the Scottish Building Standards.Good communication skills (both oral and written).Good negotiation skills.Ability to relate well to Colleagues, Clients, Elected Members and the Public.Ability to carry out survey work at all building levels, including basement and attic spaces, and site inspections at ground and roof level, including accessing scaffolding.Ability to work in an open plan office.Ability to work flexibly to meet the needs and demands of the service.Ability to work in different offices dependent on service requirements.
