Job summary TheNHS Black Country Integrated Care Board (ICB) is working with GPs and healthleaders across the Black Country on a programme of work to transform andimprove primary care over the next five years.
Primary care includesgeneral practice, community pharmacy, dental and optometry services.
Theseservices are often the first places people go to for help with their health.Afive-year strategy has been developed, setting out the ambition for how primarycare services can be transformed.
It has identified new ways of working whichwill help reduce pressures, make general practice more sustainable and improvethe experiences of patients and staff alike.
It will focus on delivering betterunplanned, planned and preventive care which will lead to healthier lifestylesand improved outcomes for people across the Black Country.Tosupport the delivery of the new five-year strategy the ICB is creating aTransformation Team, including the role of Senior Change Manager, to workclosely with GPs and health leaders across the Black Country to lead and enablespecific projects across this programme of work.
This is an excitingopportunity to contribute to the future delivery of primary care across theBlack Country.Interviews are scheduled to be held on 16 December 2024.Note:there has been fraudulent activity so please ensureyou check the sender which will only be sent from Main duties of the job The postholder will be expected to manage projects to deliver the priorities in thePrimary Care Strategy with supporting governance to enable the transformationof primary care including alignment wider ICB and ICS strategies such as theFinancial Recovery Plan (FRP).You will co-ordinatedetailed co-design with professionals, and with Place based partners, todevelop the local determination of the future of primary care.Be responsible toestablish project governance to robust progress reporting, risk management,dependency tracking and benefits realisation.Work collaboratively through engagement with a range of stakeholders toimprove services/performance presenting to a range of audiences, often largegroups of professional and external organisations delivering contentiousinformation and messages.

We manage the NHS budget forthe area (Dudley, Sandwell, Walsall and Wolverhampton) and we areresponsible for planning and buying Primary Medical Services (GPs), dental,optometry and pharmacy services.

Job description Job responsibilities ChangeManagementThe post holder willbe expected to manage projects to deliver the priorities in the Primary CareStrategy with supporting governance to enable the transformation of primarycare including alignment wider ICB and ICS strategies such as the FinancialRecovery Plan (FRP).The post holder will co-ordinate detailedco-design with professionals, and with Place based partners, to develop thelocal determination of the future of primary care.Thepost holder will be responsible to establish project governance to robustprogress reporting, risk management, dependency tracking and benefitsrealisation.Workcollaboratively through engagement with a range of stakeholders to improveservices/performance presenting to a range of audiences, often large groups ofprofessional and external organisations delivering contentious information andmessages.
OperationalAnalysing,interpreting and presenting complex operational impact assessments to highlightissues, risks and support decision making.Plan, develop andevaluate methods and processes for gathering, analysing, interpreting, andpresenting operational impact.Support collaborative working across Primary Care, Primary Care Networksand other partners, ensuring that activities are aligned with priorities.
Support the identification and sharing of best practice in Primary Careand ensure this is shared across the places.
Define processes,facilitate discussions and advise colleagues as to how best practice might beadopted in the definition of future processes, document those processes as theyare agreed and oversee their delivery in relation to primary care.Identify, develop and champion new initiatives or projects as necessaryacross the system and places.Working with stakeholders, providers and professional experts to designnew initiatives and services.Commit to working and engaging constructively with internal and externalstakeholders on a range of contentious issues.

Person Specification Skills and Knowledge Essential Awareness of the broad strategic direction of the organisation Clear communicator with excellent written and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately to a diverse and varied range of audiences consisting of internal and external stakeholders.
Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required.
Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
Demonstrable capability to act upon incomplete information, using experience to make inferences and decision making.
Numerate and able to understand complex financial issues combined with deep analytical skills.
Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales.
Working knowledge of Microsoft Office with standard keyboard skills Works well with others, is positive and helpful, listens, involves, respects and learns from the contribution of others Demonstrates knowledge and understanding of equality of opportunity and diversity Able to make a connection between their work and the benefit to patients and the public Qualifications Essential Educated to degree or have equivalent professional experience in a range of disciplines, such as project management, change management, information management, financial management and knowledge of NHS systems.
Evidence of continued professional development Other Requirements Essential Ability to travel across sites where required A reliable internet coverage within the home environment Experience Essential Proven leadership experience and project management experience at senior level in the NHS/LA or other public healthcare related industry Change management expertise and experience with knowledge of best practice tools and techniques to support the adoption of change Demonstrated expertise in a healthcare environment with significant experience of and knowledge in management of healthcare services and transformation.
Experience of delivering against competing priorities and deadlines while also directing the work of teams/individuals.
Some experience of budgetary responsible, including budget setting with some knowledge of NHS financial processes budget management, processing invoices and procurement.
Management of staff/functions including matrix management Significant understanding of proven implementation of project management methodologies and tools Experience of successfully operating in and delivering priorities in a partnership environment
