Main duties of the job We are seeking an experienced and compassionate senior manager to join us as a full time Operational Manager for the Torbay and South Devon MERs team.
You will work closely with the Clinical Lead to ensure the high quality and safe delivery of services from both a clinical and operational perspective.
You will also work closely with the other operational managers and clinical leads within the MERs pathway and across our integrated pathways.We would love to hear from compassionate and enthusiastic managers who can bring their experience and knowledge managing and leading teams during this exciting period of change and transformation.

We are working closely with other organisations and providers to ensure wedeliver locality and county-wide based integrated access to all of ourservices.CFHD works closely with our localuniversities of Plymouth, Exeter & the Peninsula Medical School where wesupport students in clinical training placements and in addition support ourown staff to undertake post graduate training.

Job description Job responsibilities Please see full job description in the supporting documents.Job Purpose Toprovide leadership to the locality based integrated CFHD service ensuring theefficient and effective delivery of the service.
The post holder will manageeffective operational delivery of services in collaboration with clinicalleads.
Toensure provision of high quality, safe and responsive community integratedhealth services to children, young people, parents/carers and professionalsacross Devon and Torbay according to need.
Toensure the service is based on best practice and evidence; is outcomes focussedand audit and routine outcome monitoring is used to improve clinicaleffectiveness and outcomes for children and young people.
Toprovide specialist advice and county-wide system leadership ensuring that CFHDservices are delivered in response to local need in partnership withcommunities and other local services Tobe an integral part of the CFHD leadership team, proactively andcollaboratively driving the overall service strategy, objectives, vision andambitions and taking a lead role in transformational change and continuousservice improvement.
Within this role thepost holder will: 1.
Provideeffective collaborative leadership and day to day operational management of theCFHD service.

Tojointly lead the locality/county leadership team comprising professional,clinical and operational leaders.
3.
Ensurethe effective and efficient delivery of evidence based clinical pathwaysthrough the service including triage, assessment, clinical formulation and careplanning, treatment, and discharge of children and young people 4.
Ensurethe service is delivered in partnership with other clinical pathways withinCFHD, health specialties and partner organisations across health, education,social care and the voluntary sector.

Ensurethe service is delivered in partnership with children, young people and theirparents/carers, ensuring their active participation is facilitated and feedbackelicited, considered and acted-upon.

Ensurethat clinical and non-clinical risks are managed effectively.

Tomaintain systems designed to monitor demand and maintain optimal clinicalcapacity 8.
Toensure data is captured and used to drive effective service delivery andcontinuous service improvement 9.
Workcollaboratively with other leaders (professional, clinical and operational), tomaintain a culture within the service of excellence in clinical standards andsafety.

Operateas a leader within the multi-agency network of childrens services in Devon andTorbay to ensure the service is delivered as part of an integrated system ofcare to improving health outcomes for Devon and Torbay children and youngpeople.

Ensurethe service is delivered to meet key performance targets 12.
Ensurerobust financial management systems are in place and the service is deliveredwithin budget 13.
Providesupervision, operational management and support to clinical team managers andclinical leads with the ability to demonstrate compassionate leadership, tounderstand and follow HR policies and procedures, ensure staff wellbeing anddevelopment and adopt a collaborative approach to engage staff with a range ofskills and communication needs.

Attend,participate and chair relevant meetings with the ability to present informationin a range of formats, adapting communication to meet the needs of others.
15.
Todeputise for senior staff as required.
Person Specification Qualifications Essential Professional clinical knowledge acquired through degree supplemented by post graduate diploma specialist training, management qualification or equivalent and experience.
A professional qualification relevant to childrens healthcare (such as Social Work, Nursing, Clinical Psychology, Occupational Therapy, Psychological Therapy Qualification, Speech and Language Therapy, Physiotherapy.)
Professional registration/accreditation with a recognised body, NMC, HCPC, Social Work England, UKCP, BABCP Experience Essential Experience of working collaboratively with service users and their families/carers, clinicians, managers and leaders including using goal-based care and routine outcome measures in practice.
Experience of Inter-agency working at a management level with successful track record of influencing and maintaining good working relationships Experience of operational leadership Experience of supervising and managing others, leading and managing multi-disciplinary teams and developing positive supervisory relationships with a range of Health professionals.
Experience in leadership in planning and implementing service development and change within a clinical / social care setting.
Knowledge, skills and abilities Essential Extensive knowledge of the provision of healthcare for children and families within the NHS Understanding of relevant legislation, NHS policy and other national policy relating to children and young people and its implications for childrens community healthcare High level knowledge of health presentations in children and adolescents and the theory and practice of, clinical interventions within area of specialty.
Knowledge of risk management and ability to monitor and assess risk and act accordingly to ensure safety
