Description We are seeking an individual to ensure the delivery of a high quality HR service across the organisation.
Key to this role is developing and maintaining positive and collaborative working relationships with QAC managers, employees and internal/external stakeholders, establishing professional credibility and supporting the further growth and development of our management capability and skills.
The role involves line management and co-ordination of a busy team of HR professionals to deliver an excellent level of service across all aspects of HR; managing operational activities, casework and prioritising work requirements effectively, to meet with organisational and statutory requirements.
As HR Manager you will be providing advice and guidance, based on professional knowledge and expertise to support on a range of complex cases.
As part of a growing and developing organisation you will also be involved in organisational change, project work and strategic developments for the Charity, in conjunction with the Director of People.
You will oversee and develop the use of our HR management information systems and reporting, providing effective reporting on KPI's, regular and ad hoc workforce reporting as required.
Deputise for the Director of People as needed.

Key Responsibilities Team/Line Management ·         Foster a culture of continuous improvement and quality of service, through ongoing review of process and implementing quality standards, reflecting organisational needs.
·         Provide operational line management and co-ordination of the HR Team, including recruitment and induction, objective setting and feedback, coaching and development, regular one-to-ones and appraisals and performance management.
·         Provide professional guidance and support to the team, to develop skills and knowledge and share good practice, ensuring that relevant professional standards are met.
·         Support and encourage the HR Team's continuous professional development.
·         Develop and maintain positive and collaborative working relationships both internally and externally, to actively encourage joint working to benefit QAC and its employees.
·         Manage the delivery of HR activities and plans linked to QAC's strategic plans, demonstrating evidence of impact and performance.
Human Resources Management ·         Provide professional HR advice and guidance across all aspects of HR and people management, in line with QAC policy and relevant employment law.
·         Manage organisational risk, ensuring employment practice is legally compliant and fair (including management of the Charity's disciplinary and grievance procedure, flexible working policy, recruitment and selection policy).
·         Champion a positive organisational culture in line with QAC's Values, providing the tools, guidance and coaching to support effective working relationships and people management practice.
·         Contribute to organisational change and developments, using HR expertise to guide and inform plans.
·         Develop and deliver training sessions to line managers on relevant best practice,  supporting the further growth and development of management capability and skills.
·         Lead and manage the recruitment and selection process, developing a robust system to ensure fairness and appropriate hires.
·         Ensure effective pre-employment checks and controls as part of Safer Recruitment and compliance with DBS/safeguarding obligations.
·         Manage HR support of employee relations issues including conducting investigations, grievance, disciplinary, absence and other meetings in line with QAC policies and procedures.
Ensure that casework is properly supported and monitored, providing specialist advice and guidance as required.
·         Work proactively with line managers to support managing absence and attendance.
Record and monitor sickness absence, to help identify absence patterns and relevant factors in long and short term sickness absence and liaise with relevant services e.g.
Occupational Health for employee referrals and follow up actions, in line with QAC policies and procedures.
·         Support managers with effective and documented performance management including probationary periods, appraisal process and capability procedure.
·         Review, update and draft HR policies and procedures in line with changes in legislation and QAC requirements, in conjunction with the Director of People.
·         Maintain own CPD and up to date knowledge of employment law to inform practice and ensure QAC policies and procedures are compliant.
·         Provide advice and guidance to line managers and employees on contractual entitlements, referring complex cases to the Director of People if required.
·         Manage and be responsible for delegated budgets.
HR Systems & Management Reporting ·         Ensure the accuracy and integrity of HR data, with clear reporting and robust data management practices.
·         Create a suite of reports using HR metrics to inform the management team/Director of People on key trends.
Monitor and analyse information to inform decision making and strategic planning.
·         Manage HR processes and changes linked to the HR/payroll system, in close liaison with Payroll/Finance colleagues.
Audit key processes, including monthly payroll reports.
·         Ensure effective use of systems by the team, providing training and support in conjunction with external providers.
·         Prepare and present information and data in different formats for completion of statutory and QAC reports, benchmarking surveys and/or information requests.
·         Research/ report/present on specific issues, as directed by the Director of People.
·         Manage and maintain up to date employment/HR record keeping systems, in line with compliance requirements, GDPR and retention timeframes.
·         Support the response to internal and external audits of HR activities.
General ?     Work with the Director of People and the team to implement projects/ initiatives to improve our service.
?     Adhere to the College's Health and Safety Policy at all times, recognising responsibility for own safety and that of others.
?     Act at all times in accordance with the Staff Code of Conduct, Managers' Charter and QAC Values of Respect, Excellence, Enabling, Collaboration and Inclusion.
?     Comply with all QAC policies and procedures.
?     Maintain CPD and undertake appropriate training and development as required, including any mandatory and/or refresher training required for the role.
?     To undertake other duties as commensurate with the role and in agreement with the Director of People.

Queen Alexandra Charity (QAC) provides education, residential support, community services and enterprises in support of young adults with learning difficulties and disabilities.
