This role holder is responsible for ensuring that:
An independent Compliance Monitoring and Safety Management System is maintained and developed to monitor compliance and airworthiness safety with UK CAA, EASA and other applicable national authority requirements.The Accountable Manager is kept informed of airworthiness/quality standards across the organisation.Environment, health & safety are set at the appropriate standard and there is a safety culture in place within Exeter Aerospace Limited (EAL).EAL is compliant with all the technical training requirements of the regulatory bodies.Key Responsibilities Implementation of a compliance monitoring programme as a means of monitoring maintenance procedures within the organisation.The compliance system is monitored for compliance with the UK CAA Part 145 airworthiness authority and other NAA approvals held by EAL.Reports are made to the Accountable Manager as to the effectiveness and current status of the safety and compliance system to ensure that the Accountable Manager is kept up to date on safety and compliance matters.When required, assessment and management of sub-contractors to the satisfaction of the UK CAA and other NAAs as applicable.The assessment of suppliers/vendors (including specialist services) used by the organisation in the performance of maintenance is carried out.The provision of Compliance and Safety Engineers who are competent with respect to aircraft and legislation (UK CAA, EASA, FAA) in order to provide an advisory service to other departments on aviation legislation and to carry out the auditing function as part of the compliance monitoring system.Processing additions to scope of approval are carried out in accordance with regulatory body requirements.Reporting of un-airworthy conditions to the relevant authorities.Issue of authorisations to certifying staff and maintain control of records of Certifying and Support Staff records.Liaison with the UK CAA on all airworthiness/regulatory matters.Implementation of the compliance feedback system as required by AMC .145.A.200.Ensure all technical training requirements are delivered and adhered to.Ensure all EHS standards are set at the appropriate level and adhered to at all times.Be prepared to undertake other duties as may be reasonably assigned by the Company from time to time.Facilitate hazard identification, risk analysis and management including management of change.Ensure initiation and follow up of all safety reports and internal occurrence investigations.Manage and attend safety review board and other safety meetings as required by the organisation.Ensure the provision of periodic reports on safety performance in support of the safety meeting structure.Core Competencies Acceptable to the UK CAA and EASA as Nominated Person for compliance and safety.Have a detailed knowledge on a wide range of air legislation.Hold an aircraft maintenance licence or equivalent engineering qualification.Proven ability to develop, organise and manage staff.Have knowledge and an understanding of the operational issues facing component, base and line businesses.Be able to work effectively within a team, as well as independently at all levels of the organisation.Be flexible with excellent communication skills and have the ability to work to deadlines.A high level of computer literacy and knowledge of IT systems.Ability to align company approvals strategies with organisational goals.Have a number of years proven experience in aircraft maintenance.Incident investigation and auditing skills.
