Main duties of the job Leading and managing all aspects of theDirectorate Head of Office function and Programme Management Office.Acting as a visual focal point and seniorpoint of escalation for the Directorate, connecting with functions within theDirectorate, the wider ICB and external stakeholders / organisations, andalways upholding the Directorates purpose and vision.Acting as the single conduit fordevelopment of ICB Nursing & Quality Strategies and/or policies in responseto National guidance or ICB gap analysis.Establishing, leading and managing thedelivery of multiple highly complex, and sometimes contentious, major changeprojects that impact on several organisations in the health and care systemThe lead point within the Directorate toprovide strategic and operational advice, information and challenge tocolleagues and key stakeholders including the Executive Director of Nursingand Quality and Executive Director Clinical & Care Professionals,Directors, Deputy Director, and the Place-based Senior Nurses within the team.Developing and implementing project and programme managementmethodologies, ensuring that workstreams are managed with clearaccountabilities and appropriate project documentation, and ensuring theseproducts and processes are available to and embedded within the widerDirectorate.

Person Specification Qualifications Essential Educated to Masters level or equivalent experience Further managerial/professional/ clinical qualification in relevant field or equivalent through experience (, Diploma in management studies) Highly developed management knowledge of managing large scale change projects across several organisations Excellent understanding of governance, corporate, clinical and integrated with an understanding of corporate governance as a key element.
Excellent understanding of health and care and an appreciation of the broad social, political and economic trends influencing them Understanding of the ICS reform agenda and associated legislation Commissioning expertise in a health and care environment Knowledge of the NHS agenda, national priorities, challenges and the reform agenda Desirable Registered clinician Experience Essential Significant experience of leading programmes and teams Experience of setting up and embedding new structures and programme functions Significant experience of applying project and programme management methodologies Experience of working in the NHS Significant experience of leading and managing change Significant experience working at senior management level in a large organisation Experience delivering major change projects in several organisations Significant demonstrable experience applying project and programme management techniques at a senior level Demonstrable experience of managing teams of staff and other managers working to a common goal but on disparate projects and tasks.
