We have an exciting opportunity to join the Asset Directorate as the Head of Capital Programme Assurance reporting directly into our Chief Asset Officer.
This is a new function providing leadership for the optimisation of the capital investment plan, develop governance controls, and provide commercial assurance for key programmes.
You will also establish a performance cycle with progress measures to ensure effective delivery of the capital programme.
A visionary leader is needed to develop and implement strategies aligned with the Directorate's mission, fostering innovation and driving emerging trends.
You will lead a multidisciplinary team, to deliver key initiatives, driving a culture of excellence, innovation, and ensuring continuous improvement in complex and uncertain economic conditions.
Specific tasks will be defined based on changing business needs.
This role requires expertise in programme tactical planning, supply chain management, capital programme management, and construction contracts in a complex environment.
You'll ensure investment cases are strategically sound and evidence-based, with financial and commercial rigour to support the company's evolving priorities and operational needs.
Key Responsibilities Lead the implementation of assurance frameworks for capital delivery, balancing governance, pragmatism, and results Provide effective leadership for the capital programme authorisation process and act as system owner for key capital delivery systems Champion efficiencies and value improvements in capital delivery, managing efficiency, key decision-making, and actions tracking Lead the implementation of high-quality investment cases, ensuring strategic, financial, and commercial rigour Drive a collaborative culture of innovation and continuous improvement within the team and across the capital programme Ensure programme delivery decisions are based on an expert understanding of the asset portfolio to optimise return on investment Develop a risk management culture across project, programme, and asset portfolio management Provide strategic oversight on tactical plans for operational and capital interventions to achieve benefits realisation and risk reduction Ensure programmes adhere to robust, industry-standard control procedures and deliver against an embedded, efficient performance management cycle Champion equity, diversity, and inclusion, aligning with Company values in the workplace Ensure compliance with legislative, health, safety, and quality standards, including ISO certifications and GDPR regulations Skills, Competencies & Qualifications An engineering or relevant degree, along with chartered membership of a relevant professional institution such as the APM.
Project/programme management qualification or equivalent.
Chartered membership of a relevant professional institution or equivalent experience Significant experience at a senior level in a regulated utility or engineering related business Strategic leadership across multiple teams and disciplines, demonstrating extraordinary leadership behaviours Proven experience in the delivery of capital assurance programmes in a client organisation (water, utility, or infrastructure/asset business) Proven experience of working in capital programme leadership roles or managing a multidiscipline, highly technical programme/project management office in a complex environment Expert in project/programme management tools and techniques for all phases of the lifecycle, with the ability to collect, analyse, and present data Ability to articulate complex management information to a range of stakeholders, from executive level to delivery teams Proven experience of risks, benefits, and value management, ensuring timely decisions are made and delivered Expert understanding of whole life asset management principles and relevant systems, such as IAM standards, to drive value-based outcomes Ability to apply a commercial approach and understanding aligned to meeting business plans Proven experience in budget formulation, cost control, and financial reporting We recognise people want to work in a variety of different ways, this means we are happy to consider flexible working arrangements.
