PrimaryEyecare Services is looking for a Governance Officer to join its expanding Quality team.
The role offers hybrid working with a wide range of employee benefits.
Main duties of the job The Governance Officer will support the Quality and Governance team in delivering key aspects of work across Quality and Compliance, including ongoing registration with the Care Quality Commission (CQC).
The role will include reviewing policies, audits, Data Protection Impact Assessments (DPIAs), and development of resources and reports as required for compliance against the NHS standard contract.
The successful applicant will report to the Director of Quality and Governance.
About us The Quality team currently consists of 4 employees, with the organization employing over 130 people.
Primary Eyecare Services (PES) is an established provider of high-quality extended eye care services, utilizing a large network of optical practice subcontractors across England (~2500).
PES currently holds and manages contracts on behalf of the primary eye care network, spanning more than 28 integrated care systems and delivering over 450,000 episodes of patient care each year, with a total annual turnover of ~£25+ million.
PES is a not-for-profit company, limited by guarantee, ensuring that the majority of generated income passes through to frontline eye care services in optical practices.
PES is a CQC Registered provider also delivering NHS urgent eyecare telemedicine and NHS referral management services through its Contact Centre located in Ancoats, Manchester.
Job responsibilities Role Purpose The Governance Officer will support the Quality and Governance team in delivering key aspects of work across Quality and Compliance, including ongoing registration with the Care Quality Commission (CQC).
The role includes reviewing policies, audits, DPIAs, and developing resources and reports for compliance against the NHS standard contract.
Responsibilities Supporting the development, review, and implementation of policies and SOPs.
Support the organization with Information Governance and Data Protection processes, including but not limited to DPIAs, reporting, investigation, training, and completion of the Data Protection and Security Toolkit (DSPT).
Support procurements across the organization.
Prepare information for CQC assurance checks and other external reviews as they arise.
Develop reports for quality and compliance.
Report writing and support the development of the Annual Quality Plan, Carbon Reduction Plan, PSIRF Plan, and other plans as required within the NHS standard contract and/or ongoing CQC registration.
Testing and review of Business Continuity Plans with development of mitigations.
Achieving and maintaining accreditations (e.g., Cyber Essentials Plus, ISO accreditations).
Develop necessary knowledge and expertise to respond effectively to internal and external stakeholder inquiries.
Conduct compliance audits across the organization based on commissioner requests and regulators.
Support the delivery of compliance requirements for an NHS organization (e.g., Modern Slavery Act, Counter Fraud).
Review national guidance and provide opinions.
Be time conscious to meet deadlines.
This role will be hybrid, based from the PES office (Manchester M4 6LN) with opportunities to work from home.
Person Specification Experience Devising work schedules and progressing to meet agreed target dates.
Able to analyze complex and sensitive information from a variety of sources in relation to CQC requirements, External Agency visits, and Quality Accounts.
Ability to use standard IT packages.
Ability to prioritize against a background of competing priorities.
Ability to perform literature searches to identify areas of best practice and national guidance, using these to inform policy development.
Accuracy and attention to detail.
Understanding of governance, compliance, and quality improvement principles.
Experience in Information Governance and Data Protection.
Qualifications Qualified to degree level.
