Job summary An exciting opportunity has arisen to work within EPRR in Livewell Southwest delivering specialist Emergency Planning and Business Continuity Management services.
This post offers an outstanding opportunity for the post holder to gain experience of delivering services across the community health sector and in collaboration with Local Resilience Forum partners across the South West.The post holder will be a key member of Livewell's Risk Management team supporting the organisation to deliver its role in emergency response.
The role will ensure that all inpatient units, community services, and mental health services are able to provide coordinated and effective responses to emergencies and incidents.

Therefore, we recommend you submit your application at the earliest opportunity Main duties of the job You will support the EPRR Lead in the development of the EPRR strategy & day to day delivery of the operational emergency preparedness across LSW, assisting in the EPRR functions of the organisation, delivering excellent key performance outcomes & ensuring that LSW can discharge its responsibilities for Resilience as set out in the Civil Contingencies Act 2004, Health & Social Care Act 2012 and supporting guidance.This post will support the organisation to mitigate the effects of a significant incident, major incident, pandemic influenza or other emergency, including preserving life & essential services; promoting recovery &restoring normal working; protecting the population & environment; provision of appropriate crisis support & will be required:Plan, implement &evaluate EPRR training including major incident, business continuity incidents & as well as senior management training on operations at Operational, Tactical&Strategic command levels.To work closely with the relevant staff to ensure that departmental level business continuity plans are in place, up to date &fit for purpose for the organisation.To provide advice, support & inform the targeting of resources, monitoring, implementation & evaluation of tasks & projects by providing high quality support including complex information gathering & analysis, communications & stakeholder management.All Livewell Southwest staff are expected to able &willing to work across a 7 day service.

This includes taking the lead on formulating the organisations emergency and business continuity plans and ensuring compliance with legislation and guidance.Plan, implement and evaluate EPRR training including major incident, business continuity incidents and.
as well as senior management training on operations at Operational, Tactical and Strategic command levels.To work closely with the relevant staff to ensure that departmental level business continuity plans are in place, up to date and fit for purpose for the organisation.To provide advice, support and inform the targeting of resources, monitoring, implementation and evaluation of tasks and projects by providing high quality support including complex information gathering and analysis, communications and stakeholder management.SCOPE AND RANGEThis post sits within the Safety & Quality directorate and reports directly to the Head of Estates, Facilities, Risk and EPRR.The post holder will be responsible for supporting the EPRR function across the organisation.
The post holder will be required to work across the organisation, working with individual teams within the public health sector, including dental, primary care and mental health.
The post holder will work with our facilities teams and meet members of the public, including patients and or users of our service.The post holder will be required to represent the organisation at external meetings and events, both virtually and in person, and be required to work in partnership with external providers and contractors.MAIN DUTIES/RESPONSIBILITIESAs the EPRR Resilience Officer you will take support and occasionally take the lead on public engagement in EPRR services to ensure the full involvement and feedback from operational staff, patients and the public in the planning and delivery of services across Livewell Southwest.You will work closely with and develop excellent relationships with operational teams, and key managers to agree required changes in service delivery and how they will be achieved and measured, ensuring maximum clinical ownership.You will also assist in delivering key performance outcomes and ensuring provision is delivered effectively, efficiently, is safe, fit for purpose and enhances patient care.Responsibility for People ManagementAdvise on EPRR matters providing guidance, facilitation and practical support to a wide range of staff across the organisation and assurance through various Board Assurance Framework committees and meetings.Support the delivery of emergency preparedness and training exercises for the Organisation and with resilience partners.Provide EPRR support to the whole organisation, ensuring various teams, including clinical and non-clinical teams, within both clinical and non-clinical areas of the Livewell estate are aware of EPRR arrangements such as lockdown the EPRR Lead design, arrange and coordinate training scenarios to measure Organisations preparedness and meet national requirements.Audit and deliver EPRR training in the Organisation as required.Co-ordinate and Monitor EPRR work activities ensuring compliance with relevant current legislation, NHSE Annual Core Standards, NHS guidance, training, health and safety, standards, codes of practice, organisation polices, regulations and budget.Provide clear support and leadership, be a positive role model and actively promote both Livewell Southwests vision and strategic aims, and values.Be an effective member of the Risk team and role model for other members of the team promoting a can-do attitude through the requirements of the service.Support the Head of Estates, Facilities, Risk and EPRR in the implementation of the EPRR and policies across the organisation, ensuring co-ordinated and integrated solutions that are efficient, cost effective, and that future proofs the organisation.Deliver against organisational objectives, achieving quality outcomes, prioritising own workload and working to tight deadlines.Support the management of the EPRR budget when responding and recovering to incidents and emergencies, including the targeting of resources, monitoring spends, implementing, evaluating and delivery of plans by providing sophisticated, high-quality information and analysis.Responsibility for administrationWork as part of the Risk team and actively support the management of the risk register.Develop, co-ordinate and maintain an up-to-date operational risk register for EPRR services.Be responsible for the recording of, monitoring, review, and provision of timely reports to the EPRR Lead on the performance of EPRR services and against budget, National and local specifications, and standards and that returns to external bodies are completed accurately and reported within the required timescales (including NHS England, ICB returns, benchmarking data etc).Monitor incident activity and incidents and investigate specific accidents, untoward incidents, complaints, and suggestions, taking action, maintain appropriate records and disseminating learning across the service.Provide and receive complex and confidential information where agreement or co-operation is required.Undertake complex audits, reviews and research surveys aimed at improving services and facilities.
Prepare reports, data and presentations to a very high standard and undertake option appraisals and produce viable business cases for new service development proposals.Undertake complex and detailed information analysis in support of specific projects and reports, requiring high levels of concentration.Update, maintain, organise, gather and analyse information to predict future organisational and team needs.Support the development, implementation, and evaluation of short-, medium- and long-term plans for the replacement or upgrading of EPRR equipment, systems and infrastructure and feed into the annual budget setting process.To maintain up to date records and information that may be required by the organisation in the event of a significant incident or emergency.Document and maintain up to date records and information that may be required by the organisation in the event of a significant incident or emergency.Through a range of Microsoft products, the post holder is responsible for the production of: Reports to such bodies as Committees, Organisation Boards, Project Boards, and cross community groups; Spreadsheets to provide detailed analysis data , performance indicators, incidents, trends etc.
; Governance and business documents including the production of business cases, annual reports etc.The production and monitoring of regular performance and status reports to the Board giving assurance that functions achieve key performance indicators (KPIs).Monitor and analyse complex information across a range of portfolios, programmes, and projects.

Person Specification Qualifications Essential Educated to degree level or equivalent relevant experience and knowledge.
EPRR related qualification or evidence of on-going professional development within NHS setting.
Further training or significant experience in project management, financial management or supporting change management processes Desirable Training qualification or working towards obtaining relevant training qualification Specific Skills Essential Proven EPRR experience or background in EPRR and /or business continuity and who is seeking to further their career in this field or evidence of minimum 3 years in effective programme and project management Skills for communicating on complex matters and difficult situations, requiring persuasion and influence.
