Designated Nurse - Looked After Children For this document Looked After Children will be referred to as LAC.
This role is predominantly the Designated Nurse for LAC with a requirement to deputise and support the wider designated safeguarding children and adult function. The Designated Nurse for Cared for Children (CFC) assists NHS GM in fulfilling its statutory role in improving the health of children and young people in Local Authority care and care experienced young people. The Designated Nurse has a strategic/professional leadership role, working collaboratively with a range of partner agencies to improve outcomes for children and young people, supporting health staff and driving performance through effective multi-agency working. The post requires good communication, leadership and management skills to ensure that the needs of cared for children are met.
The post will focus on the health needs of cared for children to improve practice and provision of services to improve health outcomes.
In combination with other members of NHS GM, the post holder will lead and support all activities necessary to ensure that NHS GM meet their statutory responsibilities for safeguarding children, adults and cared for children.
The post holder is required to build effective relationships with colleagues across NHS GM and partner organisations in Trafford.
The post holder will work with multi-agency leaders for CFC and care experienced young people alongside the Designated Doctor for CFC.
Main duties of the job KEY DUTIES AND RESPONSIBILITIES Lead and support all activities necessary to ensure that organisations across the health economy meet their responsibilities for CFC. Advise and support all specialist CFC professionals across the health economy. Be responsible to and accountable within the managerial framework of the employing organisation reporting to the Designated Nurse for Safeguarding Children. Provide health advice on policy and individual cases to statutory and voluntary agencies, including the Police and children's social care. Work with health service planners and commissioners to ensure there are robust arrangements to meet the health needs of CFC placed outside the local area and ensure close working relationships with local authorities to achieve placement decisions which match the needs of children. Work autonomously organizing, planning and prioritizing own workload to meet the needs of the NHS GM - Trafford Safeguarding team. Take a lead on health initiatives for CFC and negotiate required changes with partner agencies, raising quality and safeguarding concerns to the Designated Nurse for Safeguarding Children. Provide support and ensure appropriate supervision for the CFC specialist service. Attend and advise Trafford Corporate Parenting Board. Lead on health aspects of the corporate parent strategy. Contribute to the Greater Manchester, regional and national Networks for Looked After Children. Job responsibilities Ensure there is a system to check the implementation of individual health plans. Advise on the adjustment of individual health plans for high-risk complex cases. Liaise with individual commissioner for children and young people advising specialist advice in relation to the health needs of CFC and care experienced young people. Liaise with children's services and other health providers/commissioners over health assessments and personal health plans for out of area placements, as indicated. Seek the views of CFC and care experienced young people in the development of health initiatives and proposed future commissioning. Safeguarding Children and Adults: All staff must ensure they adhere to the ICB's safeguarding children and adults policy and comply with the Local Safeguarding Children and Adult Board procedures. They must be mindful of their responsibility to safeguard children and adults in any activity performed on behalf of the ICB in line with the requirements of statutory guidance and legislation. Staff must keep up to date with safeguarding knowledge and skills by undertaking mandatory safeguarding training as specified in the ICB safeguarding policies, which includes understanding and recognizing the signs of abuse and neglect and knowing how to raise concerns when these are identified.
Person Specification NMC Registration Additional training in child and family health - SCPHN or Mental Health or equivalent Experience of working with Looked after Children Ability to travel across GM Experience in a leadership role Disclosure and Barring Service Check This post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service (formerly known as CRB) to check for any previous criminal convictions.
