Job summary An exciting opportunity has arisen in the Professional Procurement Services Division for a Deputy Head of Procurement, based in Pontypridd.
The post holder will be responsible for the operational management and leadership of the Frontline Integrated Partnerships and delivery of the core objectives unpinned in the Integrated Medium-Term Plan, which include sourcing, clinical engagement, savings delivery and support Welsh Governments ambition to reduce carbon emissions to zero by 2030.
The successful candidate will also be responsible for supporting the South East Wales regional collaboration in all sourcing and procurement activity.
In addition, they will demonstrate how they apply commercial acumen and utilise skills to deliver in the complex changing environment throughout NHS Wales, supporting our partners in the delivery of their strategic aims and operational compliance and savings targets.
The candidates must have a resilient personality and track record of delivering creative and innovative solutions for success in this role.
The posts will be working on behalf of NWSSP for Cwm Taf Morgannwg Health board with a sharp focus on stakeholder engagement and increased visibility of members of the Frontline team across the site.

Main duties of the job Responsible for leading and managing a team in delivering a business-critical portfolio of clinical and non-clinical procurement projects across the Health Board and partner organisations, for the delivery of cash releasing and non-cash releasing efficiency saving, to support the ongoing financial challenges facing both the Health Board and the NHS more widely.Manage, motivate and provide leadership to own team providing clear goals and targets through deployment of the agreed performance management framework.
Provide specialist procurement leadership, technical expertise and advice across the wide and diverse range of the Health Board service areas and disciplines, supporting clinical and non- clinical services to understand and comply with corporate and statutory governance.Develop own team and enhancing capability through providing technical expertise, motivation, delegating and by providing hands-on training, cross skilling and providing opportunities for 'learning-by-doing' and giving feedback to team members in order to maximise their potential and achieve key results.Lead and develop the clinical and non-clinical procurement team to develop sourcing strategies with stakeholders and embed and deliver a category management and business partnering approach to strategic and operational procurement delivery.

Person Specification Qualifications/Knowledge Essential Postgraduate degree (MA/MSc/MBA) or demonstrable equivalent experience in a relevant field Qualified to MCIPS Specialist knowledge of contract law/EU legislation to support public procurement Understand business benefits supporting introduction of e-strategies, including e-tendering, auctions and catalogue management Sound knowledge of NHS and government policies, and the political and economic climate within which healthcare is delivered.
Sound knowledge of strategic and operational procurement management.
Desirable Qualified in project management, , PRINCE 2 or alternative methodology Experience Essential Experience of successfully using service/process improvement/ culture change methodologies , LEAN, Six Sigma or equivalent.
Demonstrable track record of achievement of operational management, and delivery of operational strategic objectives Proven experience of handling 'complex' and/or high value procurements on time, and within budget.
Expertise in EU procurement and contract management, obtained via further training and/or relevant experience Experience of Category management Experience of people/staff management Desirable Political awareness, displaying a clear understanding of the implications of both national and local agendas and how these may be managed.
