Information about the Role Integral to the NaCTSO Senior Leadership Team, which comprises both Officers and Staff, the Deputy Head of NaCTSO is pivotal to the delivery of NaCTSO's 5 Service Levels linked to the Protect and Prepare (P&P) strands of the Government's CONTEST strategy. This role requires complex coordination of the whole NaCTSO portfolio in support of the Head of NaCTSO, National Co-ordinator P&P, and Deputy Assistant Commissioner Specialist Operations directed activity. You will take responsibility for the integration of P&P change programmes in collaboration with the CTPHQ Change Pillar, including oversight of research and innovation to embed an evidence-based approach to all NaCTSO's products, advice, and guidance in conjunction with key stakeholders in HSG, NPSA, and academia. This includes problem-solving to mitigate against emerging threat vectors. You will also be responsible for the Product Development Team, which creates and refreshes a range of P&P resources, such as the ACT suite of products. You will manage budgets of over £2,000,000 and ensure a joined-up approach with CTPHQ Finance and Commercial teams, holding NaCTSO SLT peers to account and ensuring effective governance and oversight. You will identify future funding commitments and sources and identify efficiency savings through business planning processes and reviews. You will lead on People (including Resourcing, Wellbeing, IDE, and Health and Safety); Professionalism (culture); and Performance (outputs and deliverables, strategic risk management, and organisational learning), feeding into national meetings and providing direction across NaCTSO as appropriate. In addition, you will form part of the Strategic Security Co-ordinator on-call cadre, responding to CT incidents and coordinating the national P&P response through chairing the NCOM and delivering the P&P strategic strategy.
Responsibilities Deputise for the Head of NaCTSO as required and directly line manage police staff (2x Band C, 2x Band V, and 1x Band D) as well as overseeing the wider team.Review and analyse a wide variety of reports and recommendations from policing, HMG, academia, or other sources and determine the necessity for further action, ensuring an audit of responses and briefing up where appropriate, including managing and overseeing the NaCTSO strategic risk register (including escalation process).Participate in and, where necessary, chair and coordinate meetings and working groups at all levels across the portfolio area.Review and assess data to ensure delivery against the 5 NaCTSO service levels and address performance gaps.Maintain oversight of NaCTSO projects and their implementation. Hold SLT peers to account on milestone delivery and budget management and oversee the NaCTSO relationship with CTPHQ Commercial.Lead on NaCTSO organisational learning, review, assess, coordinate, and embed the response to recommendations from public inquiries, inspections, reviews, and other sources.Manage the overall NaCTSO budget, identify efficiency savings in line with business planning, and identify alternative funding sources and resourcing.Drive research with academia in partnership with NPSA and HSG to underpin P&P evidence-based policy and guidance.Oversee the development and refresh of NaCTSO awareness and learning products, such as the ACT suite of products.Respond to quick time actions and tasks from seniors and coordinate a national response, in conjunction with SPP where applicable.Make strategic decisions (on-call Strategic Security Co-ordinator function) and problem-solve collaboratively in response to CT incidents.Organise two NaCTSO Reconnect staff engagement events per year aligned to business priorities and staff continued professional development.How to Apply Apply to the role by clicking the button below.
