The West Midlands Health and Justice team are responsible for commissioning healthcare services across a range of custodial and non-custodial settings, including prisons, secure children's facilities, courts, police custody suites and Sexual Assault Referral Centres.
We have a Band 8a commissioning manager vacancy within the custodial part of the team, with responsibilities to commission primary care, public health, substance misuse and mental health services across 12 prisons, ranging from women's, young peoples, high secure, adult male and remand establishments.
The health and justice team also have a number of cross cutting pathway projects including those with a focus on neurodiversity, women's pathway and substance misuse.
The postholder will take a lead in implementing key recommendations into existing and future custodial services.
Main duties of the job Working with a range of independent sector and NHS providers the post holder will provide operational leadership to a small commissioning team responsible for all aspects of commissioning, contract quality assurance and performance monitoring, in the custodial portfolio.
The team work closely with the prisons to ensure that the healthcare services are enabled, the post holder will be expected to work alongside the Senior Commissioning Manager to develop strong robust relationships to be able to balance a Prison's priorities and constraints with NHS requirements for prisoners to have access to equitable healthcare services.
The West Midlands Health and Justice team also has Non-Custodial and SARC commissioning responsibilities within its portfolio and the post holder will be required to develop a good understanding of these services and the potential links and interfaces.
Experience of healthcare commissioning will be essential for the successful applicant, specific knowledge of the Health and Justice workstream is highly desirable.
The postholder will be required to undertake hybrid working and the team's office base is Springfield Health and Wellbeing Centre in Rugeley where several of our meetings are held.
Regular travel will be required across the West Midlands region to attend face to face meetings within prisons and as a result basic DBS clearance will be required to enable security clearances to be obtained.

Job description Job responsibilities As a Commissioning Manager for Health & Justice services the post holder will work as part of a dynamic team, delivering effective commissioning thereby ensuring community equivalence in healthcare delivery and experience for patients.
The post holder will be responsible for contractually performance managing healthcare providers to ensure high quality safe, appropriate and best value services including robust action planning and escalation where appropriate.
The post holder will work with providers of health and justice services across the health (physical, mental and substance misuse) sector, including the NHS and the independent and voluntary sector, as well working with senior managers within the courts, probation, prison and police services and other stakeholders to ensure that the NHS Englands responsibilities for commissioning and contract management of healthcare services are supported and implemented.
The post holder will be expected to further develop partnership working and support the joint planning and commissioning processes that are developing within the local health and justice health economy.
The role supports the business in driving transformation as well as value for money in planning, commissioning and service.
The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

Key Accountabilities The post-holder will Work as part of a team to ensure that the regional vision and delivery of Health and Justice services continues to reflect the needs of the client group (and in particular CYP) as well as ensuring community equivalence in healthcare delivery and experience for those patients in touch with the criminal justice system.
Develop and contract outcome-based service specifications for all commissioned services and ensure robust contract and performance management processes are in place for these service areas.
Ensure robust contract, performance and quality management processes are in place for the oversight of healthcare service delivery and that any areas of underperformance are identified and addressed Identify and drive opportunities for the development of services in line with Government guidance, and national and local priorities.
Working to the Senior Commissioning Manager, take specific responsibility for the commissioning and contract management of high quality, cost effective services Chair and direct key meetings including Provider contract quality and performance meetings.
Manage and resolve complex problems whilst also recognising when information may need to be shared and escalated Please see attached job description for further details.
Person Specification Qualifications Essential Educated to master's level or equivalent level of experience of working at a senior level in specialist area.
Knowledge and Experience Essential Commissioning and contracting experience Extensive knowledge of specialist areas acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.
Have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations.
Experience of managing and motivating a team/virtual team and reviewing performance of the individuals.
Desirable Knowledge of Health and Justice Commissioning Skills, Capabilities and Attributes Essential Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
