The Logistics Branch is responsible for sustaining current operations, planning for contingent operations, supporting the Army through assured activity and ensuring that supply chains are maintained for future demand.
You will be part of crafting the future of the Army's logistics and equipment support to all Armed Services.
The role is a critical leader for inventory management of Raw Materials & Consumables (RMC) across the Army.
The Army will spend more than £12Bn on RMC over the next ten years, and this position will drive improvements in capability management for the Logistic Branch's responsibilities across Defence.
You will be responsible for delivery of efficiencies & benefits of £530M over ten years by driving down additional cost in both ongoing equipment support costs and purchases for the future.
You will bring industry best practice & your experience into a developing area in Defence, negotiating with stakeholders and providing authoritative, specialist evidence-based advice to senior decision-makers for decisions on purchasing, consumption and disposals.
You will develop the current team, the RMC function and shape future policy across Defence.
This position is advertised at 37 hours per week.
Job description Working in HQ Field Army, the team is responsible for developing raw materials and consumables (RMC) understanding and ways of working across the Army.
Using the Resource Management Service and other Management & Business Information tools, the post will develop RMC understanding and ways of working as the SME, influence future RMC capability in tandem with the Field Army Productivity team and other Defence modernisation programmes, integrate and develop Services into the Army Support Operating Model as it develops, and optimise the current team, capabilities, and outputs.
You will be expected to take all important decisions affecting the management of the area of responsibility, such as those concerned with personnel, organisation, methods, work allocations, and planning the means of implementing new policy or processes.
You will be autonomous within your area of responsibility and be accountable for providing assured RMC outputs to senior leadership.
You will have considerable influence over the Army's strategy, direction, and business objectives for RMC and development of the Resource Management Service.
Person specification The Head of Inventory Management & Operational Performance will: Evaluate current RMC and commodity managers (mixed military and civilian teams) skills and processes and develop plans to implement improvements.
Build an RMC function in Field Army; this will cover Field Army & Joint Aviation Command commodity & finance managers.
Align team objectives with Field Army, Army & Defence goals and review regularly with team members to ensure delivery of required outputs, develop individuals, and maintain team cohesion.
Develop a Support Operating Model (SOM) encompassing all components of RMC from forecasting for purchasing and consumption through to disposals, using industry best practice.
Ensure all Management Information (MI) and Business Information (BI) is produced in support of this.
The SOM must dovetail with the unwritten Logistics Operating Model that is the responsibility of UK Strategic Command.
Review all RMC stockpiles along with buy and delivery plans, and where there are issues, present costed stock keeping unit plan 'route to recovery.' Evidence the requirement and provide subject matter expertise and support for submission through Balance of Investment Board.
Deliver efficiencies in RMC across equipment support and wider commodities.
Support Programme Cost Reviews and provide senior signatories with assurance that the requirement by stock keeping unit presents the optimal outcome of cost and quality.
Any risk to Capability must be highlighted and will form part of the assurance.
Ensure all MI and BI requirements for reporting are aligned to Army and Delivery Agent drumbeat and agreed with key stakeholders.
The full MI system will need to be available to Defence until the Business Modernisation for Support change programme (BMfS) takes over the responsibility, the post holder will be responsible for any updates or business rule changes until BMfS is at full operating capability for RMC.
Challenge Field Army or Delivery Agent behaviours, processes or operational activities which negatively impact Army performance and / or reputation.
Support RMC & financial workstreams for priority and strategic projects engaging with Army branches, finance teams and Delivery Agent's Delivery Teams.
Support and exploit the improvement in data integration, Resource Management Service reporting and unified view of RMC and financial data and performance across the Army and Defence.
As RMC SME, work with BMfS from concept to delivery on provision of an RMC MI / BI capability pan-Defence.
