Adviser and Head of Climate Change – Commonwealth SecretariatClosing Date: Tuesday, 3 December 2024, 17:00 GMTAbout the RoleThe Commonwealth Secretariat is seeking an experienced and visionary leader to join our Economic, Youth and Sustainable Development Directorate (EYSDD) as the Adviser and Head of Climate Change. This key role will lead our work on climate change adaptation and mitigation, overseeing critical projects that help strengthen the resilience of Commonwealth member countries, particularly the most vulnerable to climate impacts.
The EYSDD is responsible for driving national and international economic and financial issues related to climate change. The Directorate's work focuses on providing technical and policy advice, helping governments achieve international consensus, and supporting the transformation toward low-carbon technologies. This includes the Commonwealth Climate Change Programme, which collaborates with both internal and external partners to support countries in reducing climate vulnerabilities and building resilience.
As the Adviser and Head of Climate Change, you will be at the forefront of efforts to shape and implement climate action within the Commonwealth. This includes providing technical guidance, developing policy frameworks, negotiating climate action strategies, and integrating gender and youth considerations into climate programming. You will also oversee climate finance initiatives, helping countries mobilize investments to achieve their climate goals.
Key ResponsibilitiesLeadership: Lead the Secretariat's climate change efforts, guiding the strategic direction and overseeing the execution of climate change programmes.Policy & Technical Support: Provide expert technical and policy advice to governments, especially on climate adaptation, mitigation, and finance.International Collaboration: Represent the Commonwealth Secretariat in international negotiations, ensuring alignment with global climate goals and frameworks, especially in Small Island Developing States (SIDS).Programme Oversight: Manage the implementation of climate change programmes, ensuring they align with national plans and international climate commitments.Capacity Building: Build the capacity of Commonwealth countries to manage climate change impacts and mobilize climate finance.Stakeholder Engagement: Work with key stakeholders, including government officials, UN bodies, and other international organisations, to facilitate collaborative climate action.About YouTo be considered for this role, you must have:
Post-Graduate Degree: A qualification in Environment and Development, Environmental Policy, Climate Change, Environmental Economics, or a closely related field.Extensive Experience: At least 10 years of experience in climate change and climate finance policy development, including experience in multilateral negotiations. A background in small island developing states (SIDS) is highly advantageous.Leadership Experience: A proven track record of leading high-performing teams at senior management level, with a minimum of 10 years of senior management experience, preferably in a government or bilateral organisation.International Expertise: Strong expertise in aligning national planning with climate investment, particularly in the context of international organisations and climate-resilient development, including the UN climate systems.Proven Record: Extensive experience in organising international events, managing diverse teams, and delivering successful outcomes in climate policy and finance.People Management: Strong leadership and management skills, with a focus on mentoring and developing talent within your team.The CommonwealthThe Commonwealth is a voluntary association of 56 independent countries, home to 2.5 billion people across diverse economies and cultures.
