Job summary Grade: NSalary:From £49,764 up to £53,817 per annum plus relocation supportHours:Full timeContract type:PermanentLocation:Harrogate area with hybrid working availableThe future is extremely bright with No Wrong Door Service and we are looking for a dynamic and motivated Team Manager to Join us as we ensure that every child or young person we work with gets the right support at the right time to meet their needs.We are looking for an experienced, dynamic and motivated No Wrong Door Team Manager to lead hub that serves the west/central areas of the county.
Main duties of the job You will provide the direct line manager of a multi-disciplinary team including police and health colleagues.
You will also be responsible for a diverse range of placement options for children and young people with high complex needs including at times of emergency and overseeing out of hours provision.
You will also manage services which include Edge of Care provision, activities, and bespoke placements.This role will require you to register with Ofsted as the Registered Manager for the NWD hubs Childrens Home.
As a registered manager you must have a minimum of 2 years experience in a role relevant to the residential care of children in the past 5 years and some prior experience as a senior practitioner or manager.
You should have a sound knowledge of the Childrens Home Regulations and Quality Standards alongside an understanding of the Social Care Inspection Framework.As the NWD Team Manager you will provide clear leadership, management and direction to the NWD Team using evidence-based practice models and ensure productive multi-agency relationships that drive forward positive outcomes for children.This role also requires you to also participate in a out of hours Stand by Manager Rota providing advice and support to the NWD Hubs and EDT out of hours.

The post will lead and manage a range of services,support and placements for both looked after children and those on the edge ofcare ensuring interventions include embedded specialist roles, in line withcore assessments and care plans.
Key characteristics of this post are effectiveleadership and management skills with the flexible deployment of a significantand resilient staff team.
The post will manage a 24-hour service and be able toprogress plans for complex adolescents working effectively with key (CFS) teamsand partners.This post has responsibility for the management ofsignificant financial resources and the service must be delivered withinnationally defined regulations and standards.
The post requires an enhancedDBS.Job purpose Responsible for the management of the No Wrong Door Hub(East or West), a multi-agency partnership between the Local Authority, Policeand Health.
Responsible for a range of diverse placement options for the mostcomplex, high risk young people including residential care and out of hoursprovision.
Also, service delivery for Edge of Care, Activities and Bespokeplacements for up to 50 young people at any time.Operational Management: Responsible for integrated management of hub placements,edge of care, activities, bespoke and 28-day strategy placements, includingUnaccompanied Asylum-Seeking Children when required.Ensure Service and Team Plans are developed and delivered.Provide guidance and operational oversight as necessaryoutside normal office hours to support the robust prevention of childrenbecoming unnecessarily looked after.To carry out duties, as required, under the Councilscomplaints, disciplinary and grievance procedure, including the functions of aninvestigating officer across all settings.Ensure effective collaboration with housing and leaving careto deliver a streamlined service across a range of provision and intoindependent living.Ensure quality assurance and deliver against key performancetargets.Support the development of the NWD methodology regionallyand nationally including influencing decision and policy makers.Manage the recruitment, training, service development andquality of NWD.Rigorously self-assess against standards, regulations andOfsted inspection frameworks.Provide clear management, leadership and direction to theNWD Hub using evidence-based models including Signs of Safety and RestorativePractice.Effectively deliver on and review the Hubs Statement ofPurpose.Resource management: Provide clear oversight, management and prudent control ofcomplex financial resources.Support wider service targets in C&F through delivery oftimely, flexible support 24/7 to meet fluctuating and at times intensivedemand.Provide rigorous challenge to meet young peoples care plan, Finding and Matching Panel.Provide a training plan for the service, includinginduction, safeguarding, child protection and support a NWD learning culture.Deliver a service in accommodation that is fit for purposeand meets the needs of complex young people.Forward plan to ensure resources are effectively managed andrisks identifies early.Ensure services meet need in relation to health, welfare anddevelopment and provide care based on evidenced based and aspirationalpractice.Partnerships: Develop and maintain multi-agency networks, ensuring NWD iskept at the forefront of strategic developments and partners priorities, atall levels.Develop and maintain good working relationships with bothinternal colleagues and partners.Deliver an integrated service working to the NWD culture andpractice model.Work effectively and collaboratively with case holding TeamManagers.
Ensure interagency collaboration to deliver aspirationalpractice and creative education packages for complex young people.Strategic management: Manage the creation and development of links with localcommunities and services.Provide effective performance management providingoutstanding services.Provide manager representation and insight at appropriatemeetings and panels and contribute to the management of the NWD budget (whichincludes a range of placements, support and services with additional resourceimplications).Deliver high standards of practice in the context of rapidlychanging national policy, guidance and inspection frameworks.Take lead responsibility for Health and Safety across theNWD Hub.
Communications: In collaboration with the Group Manager NWD, ensure thereis an effective flow of information with the service, peers, senior leadership,Elected Members, Looked after Childrens Groups, Multi- Agency partnerships,and key government departments.Ensure services establish rapport and respectful, trustingrelationships with children, young people, their families and carers.Ensure young people are involved in the development ofservices through consultation, participation and focus groups.To be a key enabler for reducing LAC and safely maintainingyoung people in their communities in a planned or an emergency basis.Present information through public speaking at local,regional and national events in line with NYC expectations.Ensure that the service provides effective, child friendlyrecording.Systems and information: Ensure compliance with Freedom of Information requests bycollating, analysing, and releasing appropriate information.Collate, analyse and report on key performance informationand targets.Ensure there are robust effective systems in place thatprovide suitable evidence to Ofsted and HMI inspectors for wider Councilinspections.Ensure effective use of Liquid Logic Childrens System andbusiness intelligence to review performance, set targets and developimprovement and action plans.Safeguarding: Be responsible for promoting and safeguarding the welfare ofyoung people.Lead on any safeguarding issues, manage investigations,complaints and any issues around whistleblowing including LADO investigationsand reports to Ofsted.Ensure services are safeguarding compliant, making effectiveuse of support services including legal, insurance and HR.

Qualifications Essential Hold a final level professional qualification , CQSW, CSS, DIPSW or equivalent.
Level 5 Diploma in Leadership and Management for Residential Childcare or equivalent, as outlined in the Guide to the Childrens Homes Regulations including the quality standards -April 2015 (or willingness to undertake it).
Other Requirements To be available and prepared to work evenings and weekends.
Ability to meet the travel needs of the post.
