The Programme Manager will provide a lead role within the Trust Specialist Services for children and young people leading on the redesign of children and young people's inpatient unit and designated major work streams that form part of the Trust's specialist services transformation, change programme and commercial activities at a locality level, Trust-level and within Greater Manchester.
As this role involves significant time supporting staff within our services, it is particularly suited for individuals with strong interpersonal skills.

The individual should be able to provide and receive highly complex information and develop clear and concise reports, communicate, lead and influence at all levels, have strong planning and coordination skills, and be able to grasp critical issues and inform clear management priorities.
The individual should be able to proficiently navigate challenging discussions and support teams in mitigating risks and issues.

Job description Job responsibilities Supporting the delivery of a range of transformation and service development activity within the transformation programme to identify and project plan delivery of service development/improvement schemes; Providing project leadership and service redesign expertise to strategic and/or cross-cutting service development/transformation work streams, supporting implementation through to a successful delivery and conclusion; Production of documents, reports, presentations and plans for a variety of audiences, containing or referencing complex facts and information.
Working with highly sensitive or highly contentious information with discretion and judgement, presenting it in a variety of forums and adapting its delivery according to audience.
Preparation of materials for programme boards/ project steering groups and governance meetings.
Interpretation and consolidation of relevant local and national guidance to ensure a best practice approach across work streams To be the lead specialist on specific work streams To plan and organise the development of a range of complex activities, including project plans, action plans and collaborative events.
This will include objective setting and agenda planning, the development of communication and presentational materials and facilitation of group and event activities.
To provide comprehensive support, utilising project planning knowledge, to allocated projects and work streams.
Including coordinating and attending meetings, developing work plans and ensuring appropriate monitoring and performance management measures are designed and implemented.
This may involve the scoping and delivery of innovative and new solutions, developing policies and protocols across a range of services and will require a significant degree of autonomy.
The ability to think creatively and problem solve will be an asset in the delivery of this work.
To highlight and manage risks and issues to programme delivery Ensure that appropriate evaluation and benefits realisation processes are in place to measure project outcomes To oversee the programme budget including current spend and slippage and support decision-making concerning growth and efficiency opportunities and financial management of service delivery.
To support and lead on the development of relevant planning documentation, such as business cases and options papers.
This will include communication with a wide range of individuals and support services within Pennine Care in order to gather information required.
The post holder will also be required to liaise with colleagues from other organisations across GM.
To analyse, evaluate and review highly complex information from a wide variety of sources, working to ensure quality and accuracy to support effective decision-making.
Develop positive working relationships with, the executive and senior management teams and other key external stakeholders to support the development of cohesive strategic planning, transformation and service development programmes; To develop close positive relationships with stakeholders and partners both within and external to the trust; working across organisations to support collaborative planning and delivery and to ensure effective project management and implementation of system wide redesign and improvement projects Enable collaborative working with other corporate/support services and planning and performance business partners; Undertake reviews of service delivery, analyse and review information to support service redesign/transformation; To undertake a line manager role for project managers Lead, organise, undertake and participate in local planning events and national events and conferences related to the role.
A key element of this role is communication: excellent communication skills are required to support delivery in services of a range of complex, challenging and, sometimes distressing situations including: To ensure effective communication with a wide range of partners and key stakeholders that ensure a high degree of visibility and understanding of the programme of transformation To make formal presentations to large groups, including senior managers both internally and from partner organisations, providing specialist knowledge on the specific workstreams as well as the programme as a whole The ability to effectively communicate the Trusts strategic goals to services and broader stakeholders; Significant work undertaken with the Associate Director, Transformation Programme Manager, SRO and, senior managers / service managers and corporate service managers, which needs to be handled effectively, sensitively and confidentially; To develop mechanisms to involve key stakeholders, particularly patients and carers in the service redesign process and ensure this takes place in a creative and proactive manner and ensure they influence and own the outcomes To design and facilitate engagement and involvement sessions with service users and their carers Planning and engagement work with the Council of Governors; Information sharing and service development activities with the Board of Directors; Communication and engagement with external stakeholders, building positive working relationships with local and regional system partners, other provider organisations and third sector partners.
