Counter Terrorist Check (CTC) level Security Check (SC) The Role: A Key Government Organisation is looking for a Programme Manager with experience and a strong track record of leading strategic change through the digitally enabled transformation of financial services within a complex and diverse public-sector organisation, This organisation will be looking to create modern finance services by supporting and developing intuitive systems, leveraging data, standardising and streamlining processes, and enabling better financial management, insights and decision-making across the business.
This is a complex programme and will require significant engagement and management of Government stakeholders at all levels across the business.
Establishing and leading the delivery of a transformational, digital programme including the outcomes, timescales, costs, and team.
Taking direction from the Programme SRO, with responsibility (on their behalf) for delivery and management of the programme, ensuring they are provided the information and support they need to make good and timely decisions.
Reporting to the Portfolio Manager and Director of Planning & Delivery, providing assurance on the effectiveness and efficiency of the programme.
Working with senior stakeholders to secure support, leadership, and resources, to ensure delivery of benefits and develop a robust benefit realisation plan with clear ownership.
Ensuring that a clear and robust change management strategy and plan are in place and deeply embedded within delivery plans.
Ensuring that the management of all programme activity complies with the necessary standards and controls (e.g.
financial, planning, governance, reporting, assurance, business case).
Leading, motivating and developing a large diverse team, including defining the size and structure of the team and ensuring resources are organised appropriately and effectively.
The Successful Candidate A successful track record of managing and delivering cloud based financial management solutions within large or complex organisations.
Experience of successfully leading and delivering significant or complex transformation programmes through their lifecycle.
Good understanding of modern, agile project, programme and portfolio methodologies and experience in their use.
Good understanding and experience of public sector procurement and working with third party suppliers.
The ability to work calmly and efficiently under pressure, remain adaptable and be comfortable working in areas of significant ambiguity.
