Our team on the 20 year PPP (Programme & Project Partners) is expanding due to a brand new project.
Role Description: We are seeking a highly skilled and experienced Pre-Construction Manager to lead both the planning phase of construction activities and oversee a package of trials for selecting the technology to be utilised in a brand new project at Sellafield.
This role is critical for ensuring the successful commencement and financial performance of the project.
The successful candidate will work closely with designers, planners, schedulers, and the commercial team to align all pre-construction activities and strategies with the overall project goals.
Responsibilities: Develop and implement a comprehensive construction strategy for the project.
Collaborate with designers and project team members during the early phases to ensure project designs are construction-ready.
Conduct constructability reviews to identify and mitigate potential issues early on.
Work with planning and scheduling teams to create detailed project timelines and ensure all pre-construction activities are synchronized with the main construction schedule.
Coordinate with the commercial team to align the acquisition strategy with the overall construction strategy.
Oversee all enabling works required before the commencement of the main construction activities, including site clearance, utility relocations, and temporary works.
Ensure that enabling works are completed efficiently, safely, and according to project specifications and timelines.
Maintain oversight of all preparatory activities to ensure they are completed on schedule and within budget.
Oversee a package of trials to determine the most suitable technology for the project.
Ensure trials are conducted efficiently, meet all necessary standards, and are completed within the allocated budget.
Lead and support a team of project personnel dedicated to the trials, without acting as their direct Line Manager.
Utilise CEMAR to manage contracts Understand the project's context within the PPP pipeline portfolio and manage contractual relationships accordingly.
Oversee the financial performance of pre-construction activities and technology trials, managing a budget of approximately £6M.
Ensure effective use of financial resources and adherence to the allocated budget.
Manage the overall programme to ensure all pre-construction and trial outcomes are delivered on time and do not delay project commencement.
Provide timely updates on project and trial performance to senior internal and external stakeholders.
Engage with key stakeholders to ensure constructability considerations are integrated into planning and design phases.
Ensure clear accountability for performance and outcomes across all pre-construction activities and trial management.
Essentials : Proven experience in pre-construction planning and strategy development for major projects.
Strong background in managing construction projects, including oversight of enabling works and constructability reviews.
Proficiency in using CEMAR or similar contract administration tools.
Excellent financial management skills with experience handling significant budgets.
Strong organizational and programme management skills.
Ability to communicate effectively with senior stakeholders.
Relevant industry-standard qualifications and experience.
Desirables : • Experience managing experimental work or trials, preferably within a similar industry.
• Experience working in a design consultancy with a focus on soft consultancy rather than hard-nosed delivery.
• Experience working in a dual role that requires balancing multiple responsibilities effectively.

Strong interpersonal and communication skills.
Ability to manage both high-level planning and detailed execution tasks.
Comfortable working part-time while effectively managing a high-stakes, multi-faceted project.
