Government Property Profession Career Framework (Link) This role sits within the following: Job Family Technical Specialisms & Assurance Core Role Environmental Sustainability Level - Practitioner Key accountabilities Responsible for supporting all DWPE Energy & Carbon Reduction activities; developing, managing and delivering the estates strategy for Net Zero, and energy and utilities reduction in conjunction with stakeholders.
Working with the Net Zero Carbon Lead, develop and deliver initiatives and projects that contribute to the Carbon and Water Management Plan and achieving the GGC reduction targets and longer-term Net Zero goals.
Working with the Net Zero Carbon Lead be responsible for ensuring that appropriate policies, standards and targets are in place and communicated across the organisation and suppliers relating to Net Zero and Utilities reduction, building optimisation and engagement.
Keep abreast of and ensure current and new legislation is communicated and acted upon as required ensuring the appropriate personnel (internal and supply chain) are trained appropriately and can ensure compliance.
Ensure that all areas of property management are driving towards the reduction of environmental impact and supporting the governments sustainability agenda and targets.
Working with key stakeholders, the wider Energy & Sustainability team, colleagues, and supply chain, develop targets, and supporting project activities that will deliver on long term objectives e.g.
(Net Zero and Greening Government Targets).
Work closely with the DWPE integrator and Data and MI Manager to Benchmark, Analyse, and produce reports identifying opportunities for Energy and Carbon Improvements.
Work closely with the supply chain (FM) to continuously improvement the buildings energy use both through Optimisation and Capital Projects.
Lead the creation of Net Zero Business Cases to support reduction projects development and approval.
Work cross-DWP estates to ensure a Net Zero approach is embedded in all DWP estate activities such as strategy, refurbishments, projects etc.
ensuring specifications support meet or exceed the latest standards and best practice.
Collaborate with colleagues and ensure Energy & Sustainability capital programmes are developed and aligned with DWP Estates capital planning.
Encourage the use of renewable and sustainable energy resources across the portfolio, driving innovation and championing industry best practice.
Keep abreast of all industry trends, developments, and legislation on carbon, waste and the environment.
Manage related compliance activities including but not limited to DECs, EPCs, MEES, Heat Networks Regulations, etc.
as well as government-specific requirements.
Build strong relationships with and work closely with FM BMS Teams, Energy Managers etc.
to ensure policies, processes are in place and followed and wider engagement is achieved.
Person specification Essential Skills, Knowledge & Experience Demonstrable professional expertise in management role/s leading on energy, carbon and utilities issues with a strong technical background, including in building services.
Detailed knowledge and understanding of BREEAM, ISO 50001 etc with evidence delivering Carbon Reduction projects in a large organisation.
Evidence of delivering initiatives that are at the forefront of utilities, energy and carbon management setting prioritisation, delivery at pace and working to tight timescales.
Works and leads effectively and in partnership with supplier partners and subject matter experts to ensure best and appropriate course of action.
In depth knowledge and understanding of complying with related Statutory, regulatory frameworks and legislative or policy requirements with a preference for the Real Estate and FM/Property industry and Civil Service.
Influential and excellent communicator, able to lead key senior stakeholders, colleagues and customers towards commercial solutions that give a balance of optimal performance whilst delivering on business and portfolio strategy.
Management and proven experience of driving key suppliers in supporting negotiations, managing/escalating issues to resolution, and establishing / engaging in key decision making with strategic consequences across a large portfolio.
Qualifications/professional memberships Desirable Degree level qualification in Engineering, Environment, or Sustainability.
Full membership of relevant professional body (e.g.
RICS, Energy Institute, Energy Managers Association, ICE or CIOB, IEMA).

Hybrid Working This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.
This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.
The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account.
