Job summary Cardiff and Vale Health Board (CAVUHB) Counter Fraud Service is an in house provider of specialist counter fraud services to a number of NHS organisations across South Wales.
We work closely with these organisations, particularly their senior managers and audit committees, helping them to prevent and detect fraudulent activities.
An opportunity has arisen to appoint a new Local Counter Fraud Specialist to work as a member of our team.The Local Counter Fraud team is committed to the delivery of an integrated, comprehensive and professional Counter Fraud Service to CAVUHB and sister organisations and the successful candidate will be responsible, with the team, for conducting criminal investigations into fraud and financial crime, identifying system weaknesses and promoting an anti fraud culture in line with Welsh Government Directions and the Government Functional Standard for Counter Fraud (GovS 013) with the overall aim safeguarding Health Board assets from economic crime.The post holder will be based with our team in Cardiff, although the role will include working with other NHS Organisations and external parties therefore the post holder will be required to travel extensively in the local area and beyond, so the ability to travel between sites in a timely fashion is essential.
Main duties of the job The post holder will be expected to carry out complex investigations into areas of fraud and dishonesty following this through to criminal prosecution when the threshold is met.
This will require the post holder, when appropriate, to prepare and submit case files of a high standard to the Crown Prosecution Service.The post holder will be an accredited Local Counter Fraud Specialist (LCFS), or be willing to study in order to attain accreditation.The post holder will have a proven investigative background with experience of dealing complex issues, as well as strong analytical skills and the ability to communicate with confidence to diverse groups both face-to-face and in writing.
A strong knowledge and experience of police and criminal law procedures and associated legislation would be a distinct advantage.The role requires you to have a demonstrable ability of tackling a number of diverse tasks and an ability to prioritise and manage work accordingly whilst working to tight deadlines.In the capacity as the nominated Local Counter Fraud Specialist (LCFS) the post holder will work independently as a specialist reporting to the Counter Fraud Manager.This post is full time ( hours per week) and offers flexible working arrangements, an employer supported pension scheme and a varied professional role.The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.
