Housing Officer who has a good understanding of housing legislation, especially related to ASB / Anti-Social Behaviour, tenancy rights and occupancy agreements, with excellent interpersonal skills and familiarity with safeguarding procedures in a supported housing environment, is required for a well-established organisation based in Colchester, Essex.
SALARY: £35,720 per annum + Benefits LOCATION: Colchester, Essex there will be the requirement for local travel JOB TYPE: Full-Time, Permanent WORKING HOURS: 40 hours per week, day shifts including weekend working, 12 hours per shift (including a 1-hour unpaid break daily) JOB OVERVIEW We have a fantastic new job opportunity for a Housing Officer who has a good understanding of housing legislation, especially related to ASB / Anti-Social Behaviour, tenancy rights and occupancy agreements, with excellent interpersonal skills and familiarity with safeguarding procedures in a supported housing environment.
Working as the Housing Officer you will play a pivotal role in managing tenancy and property-related aspects within the service, supporting individuals transitioning from the criminal justice system.
The role of Housing Officer focuses on tenancy management, anti-social behaviour (ASB) management, occupancy agreements, and maintaining property standards to ensure a safe and supporting environment.
DUTIES Your duties as a Housing Officer will include: Conduct routine monitoring and management of occupancy agreements, ensuring residents understand and adhere to their responsibilities Address any breaches of occupancy agreements by taking appropriate steps, including issuing notices and coordinating with legal teams if necessary Maintain detailed records of all agreements, renewals, and terminations for compliance and reference Respond promptly to ASB incidents, issuing notices when necessary and ensuring actions comply with legal and organisational protocols Work closely with local authorities, care teams, and legal professionals to address persistent ASB, coordinating court/legal procedures as required Document all ASB incidents thoroughly, creating a comprehensive record for reporting and future reference Conduct enhanced referrals and assessments of prospective residents, ensuring suitability for the Service Manage the allocation of housing units to optimise placements and support the facility's mission Keep accurate records of all assessments and placements to ensure transparency and support auditing Monitor and manage voids to minimise vacancy periods, ensuring units are quickly ready for new occupancy Address abandonment issues, following proper protocols to secure units and resolve tenancy matters Offer housing advice and support on both a one to one and group-work basis Oversee property maintenance, conducting regular inspections and coordinating repairs with contractors Arrange quotes, manage invoices, and ensure timely payments for maintenance services Schedule housekeeping checks and maintain property standards to ensure safety and comfort for residents Work collaboratively with on-site security personnel to ensure secure access protocols are consistently followed Identify any access-related issues reported by the Security Officer or other staff and follow up to ensure they are resolved by maintenance or security teams as needed Oversee rent collection and financial management related to tenancy, including deposits, rent, and service charges Engage with residents regarding financial responsibilities, addressing any outstanding payments promptly Work with support workers to provide support and guidance on decision making and pro-social modelling Maintain detailed financial records to support transparency, audit needs, and reporting requirements CANDIDATE REQUIREMENTS Previous experience in housing management or property administration, ideally within supported accommodation Proficiency in record-keeping, tenancy management, and property maintenance practices Excellent interpersonal and communication skills Understanding of housing legislation, especially related to ASB regulations and laws, tenancy rights, and occupancy agreements Familiarity with safeguarding procedures in a supported housing environment Experience in rent collection, financial record-keeping, and account management in a housing context Ability to communicate clearly and empathetically with residents about financial obligations Knowledge of property maintenance practices and standards within a communal living setting Strong organisational and record-keeping skills Proficient in financial management for handling invoices and payments Strong knowledge of void and vacancy management within supported housing Familiarity with protocols for addressing abandoned units Experience with needs-based assessments and referrals, ideally in a supported or transitional housing context Ability to work collaboratively with law enforcement and legal teams on complex cases This role is subject to an enhanced check level 2 which includes an Enhanced DBS check.
