Job summary OUH maternity is a tertiary level service with a workforce of over 500 staff, including consultants, midwives, and nurses.
The key responsibilities for this role include overall operational leadership for the service, working as part of the triumvirate team alongside the Clinical Director and the Director of Midwifery.
The emphasis is on strategic direction, improvement, and development for maternity services, ensuring alignment with significant national guidance, regulation, and recommendations.
Main duties of the job The postholder is a key member of the senior Clinical Directorate leadership team and will develop and implement Directorate plans to secure the agreed objectives for the Clinical Directorate and make a positive contribution to delivery of health care across the local health community.

Job description Job responsibilities This list is not exhaustive, please refer to the full job description Contribute to the strategic planning of services within the Clinical Directorate, identifying future resourcing requirements and ensuring that the Directorate meets contractual and other requirements Ensure the delivery of a responsive, high quality, value for money service within the Clinical Directorate Achieve patient access standards and activity targets with the available resources.
Monitor and take action to ensure that all quality, productivity and profitability targets are achieved.
Develop services in line with the Trusts strategic direction.
In line with Clinical Directorate and Trust strategy, develop best practice, service modernisation and improvement plans for the area, to enhance the patient experience and deliver value for money.
Facilitate change within and across organisational and professional boundaries.
In agreement with the Clinical Director formulate an effective and viable business plan for the Clinical Directorate, working to ensure that it conforms with the overall Clinical Directorate and Trust business plan and takes account of the demand for services from the Trust and local and national trends and developments.
Prepare the Annual Business Plan for the Directorate and contribute to the development and delivery of the Divisions clinical service and financial strategy.
Prepare monthly activity and trend reports for the Directorate to enable accurate forecasting of performance against key financial, service and quality targets and standards.
Prepare, in conjunction with the General Manager, business cases for all aspects of the Clinical Directorates activities.
Coordinate the development of cost improvement plans for the Clinical Directorate.
To be accountable for delegated budgets within the Clinical Directorate and ensure the achievement of financial balance Lead in the development and delivery of cost improvement programmes and manage expenditure within designated control levels.
Person Specification Qualifications Essential Educated to degree level in relevant field or equivalent level of management experience.
Desirable MBA or post graduate management qualification.
Experience Essential Significant acute operational management experience, in a complex organization.
Experience of analysing and interpreting information to identify and manage variances in performance and identifying solutions to deliver improvement.
Experience of business planning techniques and managing business processes.
Desirable Experience of designing/ improving business systems and processes.
Project management experience.
Knowledge Essential General Management theory and practice, including quality, financial management, HR management and service/business development.
Change management/service improvement techniques.
Desirable Broad understanding of the NHS and key policy issues that affect business performance.
