Director of Workforce Strategy and TransformationThe Director of Workforce Strategy and Transformation will play a vital leadership role in supporting the Regional Director of Workforce, Training and Education to deliver on the national and regional WT&E objectives.
The Director of Workforce Strategy and Transformation will be a key member of the South East WT&E leadership team and is responsible for delivering the statutory workforce mandated priorities via the annual and medium-term workforce plans agreed nationally and with each ICB.
They will need to ensure the adherence to budgets set for the regional function as well as for the appropriate allocation and use of the delegated funds.
The post holder will be responsible for the effective leadership and management of the teams within the Workforce portfolio; Supply and Innovation, Clinical Professions and Planning and Intelligence.
The Director of Workforce Strategy and Transformation will help to re-shape the workforce landscape in the region, driving forward workforce transformation through working collaboratively with ICBs and Trusts and with other stakeholders locally, regionally and nationally.
The post holder will also need to lead on nationally delegated pieces of work as required.
This is a vital leadership role where the post holder will pro-actively contribute to the delivery of workforce priorities and provide support for local health systems. This role deputises for the RD WT&E in their absence and attends the regional meetings as required.
Main duties of the jobThe Director of Workforce Strategy and Transformation will: Lead and manage the Workforce teams in their portfolioWork to support the RD WT&E to ensure delivery against key national strategies, such as the NHS Long Term plan, Framework 15, as well as any additional mandates for workforce from governmentWork with other directors and their teams across NHS England both regionally and nationally to deliver on agreed prioritiesWork closely with and lead the workforce teams embedded in ICBs and develop these arrangements with ICBs in the futureImprove and transform the way that we deliver workforce, training and education across the region, working with the national teams to ensure alignment with central directionEnsure effective engagement and communications flows between local, system, regional and national partnersDemonstrate a clear commitment to Equality, Diversity, and Inclusion, leading by exampleProvide workforce expertise and SME within NHSE and across the region to ensure key recovery priorities and programmes and delivered effectivelyAbout usThe NHS England board have set out the top-level purpose for the new organisation to lead the NHS in England to deliver high-quality services for all, which will inform the detailed design work and we will achieve this purpose by:

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.
NHS England hold a Sponsor Licence; this means that we may be able to sponsor you providing the Home Office requirements are met. To be eligible for sponsorship through the Skilled Worker route you'll usually need to be paid the 'standard' salary rate of at least £38,700 per year, or the 'going rate' for your job, whichever is higher. Key Functional Strategic Responsibilities: Lead teams to deliver the Workforce, Training and Education strategy and national mandate in line with the operating model and regional business planDeliver on directorate objectives for the South East Region as requiredEnsure that the 3 teams (Workforce Supply and Innovation, Clinical Professions and Workforce Planning and Intelligence) work collaboratively with the other parts of the Workforce, Training and Education Directorate as well as other regional and national directorates to deliver the South East Region objectives.Provide strategic professional leadership ensuring regional delivery of the LTWP, addressing concerns around delivery and escalating these as appropriatePerson SpecificationQualificationsEducated to master's level in a field relevant to the role or equivalent experienceKnowledge and experienceSignificant workforce experience gained from working at a very senior or Board level in an NHS organisation or equivalent experience in an ALB environmentExperience of leading on strategic change and/or transforming the workforceA strong understanding of the education and training requirements for healthcare professionalsSkills Capabilities & AttributesAbility to build, nurture and set direction through stakeholder relationships across the region including delivery through others and through influenceHighly developed negotiation and political skills and awareness and significant experience of operating at Board level or equivalentAbility to make timely and sound judgements and decisions to secure the effective delivery and sustainability of services, within a complex and demanding environment.Values and BehavioursA role model, demonstrating a high level of integrity living the NHS values set out in the constitution and the ability to motivate othersAn effective leader who role models compassionate leadership and sets the highest standards, motivates, and develops staff and stakeholders and promotes personal, organisational and cultural development
